EXECUTIVE ORDER #002 // JANUARY 21, 2009 // CREATION OF THE ECONOMIC RECOVERY TASK FORCE COMMISSION
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the laws cited herein, it is hereby ordered as follows:
Section 1: Purpose
It is the policy of the executive branch of the United States to pursue every constitutional action available to halt and reverse the recession in our economy. The collection of taxes is an essential responsibility of the federal government. However, as President of the United States, I have taken an oath of office to uphold the United States Constitution. Among the purposes of the U.S. Constitution is to "promote the general welfare" of the American people. In light of the recent economic news, therefore, I order the following:
Section 2: Creation of Economic Recovery Task Force Commission (ERTFC)
a.) A joint task force is established within the Department of the Treasury to oversee reviewing and preparing the response of the United States Federal Government to the current economic recession. The ERTFC will be chaired by the President of the United States and consist of the Vice President of the United States, the Secretary of the Treasury, the Secretary of Commerce, the Secretary of Labor, and the Council of Economic Advisors.
Section 3: Responsibilities of the Economic Recovery Task Force Commission (ERTFC)
The functions of the ERTFC are advisory only. The ERTFC shall meet regularly and shall:
(i) determining the economic impact of the global recession on both American industries and the American citizens and forecast the economy over the coming month;
(ii) design, implement, and evaluate policies to promote the growth of the American economy, improve the financial and banking system, generate job creation, and improve the prosperity of the American people.
(iii) coordinate with the legislative branch to propose and enact legislation to slow and reverse the recession and put the United States back on a pathway to recovery.
Section 4. Administration of the Economic Recovery Task Force (ERTFC)
(a) All executive departments and agencies and all entities within the Executive Office of the President shall cooperate with the Economic Recovery Task Force Commission and provide such information and assistance as requested by the ERTFC, to the extent permitted by law.
(b) The Department of the Treasury shall provide funding and administrative support for the ERTC to the extent permitted by law and within existing appropriations.
(c) Members of the ERTFC shall serve without compensation but may receive transportation expenses, including per diem in lieu of subsistence, as authorized by law for persons serving intermittently in the Government (5 U.S.C. 5701-5707), consistent with the availability of funds.
This order will take effect immediately.
