Gen. Charles Q. Brown Jr, Joint Chiefs of Staff Chairman: We found weapons aboard the ship, Mr. Vice President, replacement parts for Venezula's BUK-M2 and S-125 Pechora-2M air defence systems. We found small arms, ammunition, drone parts, and the 2S7M Malka; those are ten artillery pieces. The other ship, the Krasnodar, has turned around. @Sovereign @Storm @Ollie

Thank you for the update. Are we in any position to apprehend her?
Richard Grenell, CIA Director: Yes, we are in a position to try and capture her, Mr. Vice President; we have enough excellent connections with the Kenyan government to act on this if you'd like us to begin planning an operation.

Gen. Charles Q. Brown Jr, Chairman of the Joint Chiefs of Staff: Ladies and Gentlemen, Kenyan intelligence has informed us Samantha Lewthwaite has allegedly made contact with Islamic State in Africa. Mr. Vice President, she is the white widow, her husband, the widow of 7/7 London terrorist bomber Germaine Lindsay. She is wanted by both the UK and Kenya, Mr. President. She is dangerous, and it is our fear this new alliance will see an expansion of ISIS in Kenya alongside Al-Shabaab: total calamity.
Devin Nunes, Director of National Counterterrorism Center: Intelligence is limited, but we know Lewthwaite will potentially arrive in Kolbio, Kenya, in two weeks with her children. We do not know what she'll be doing, but we know, according to Kenyan intelligence, that after a week of staying low at that safe house in Kolbio, she moves into cities and meets whoever is concerned with terrorism.
Richard Grenell, CIA Director: Lewthwaite is the tie to the expansion of ISIL Africa, and their base has been located in Somalia. We believe they could be planning something, a terrorist attack somewhere in East Africa. Her leadership skills are financing and recruiting, while she is so central to Al-Shabaab.

Gen. Charles Q. Brown Jr, Chairman of the Joint Chiefs of Staff: Mr Vice President, the ship has stopped, and we have surrounded it; we are now preparing to board it for inspection. @Storm

Gen. Charles Q. Brown Jr, Chairman of the Joint Chiefs of Staff: We've now given them the second warning, Mr. Vice President.

Gen. Charles Q. Brown Jr, Chairman of the Joint Chiefs of Staff: The Chavez is now in the quarantine zone and was given its first warning. British and Chilean ships have intercepted it and are now following the Chavez. @Ollie @Sovereign @Storm @Jack
-
Richard Grenell, CIA Director: The Chavez is attempting to break the quarantine
Ellen Lord, Secretary of Defence: If they attempt to break it, does the President's order stand to fire warning shots over the ships?
Gen. Charles Q. Brown Jr, Chairman of the Joint Chiefs of Staff: It's a last resort; let's calm down here; we have five patrol ships coming into the area to intercept; we will call out to them over the radio in Russian to stop and prepare to be boarded. We will do this ten times. After the ten times, if they do not heed, we shall fire warning shots.

@Avner absolutely not. Please do not do that.
Gen. Charles Q. Brown Jr, Chairman of the Joint Chiefs of Staff: Mr. Vice President, the order was a last resort. We do not believe we will have to use the order, but it would be over the ship, not at it. It is a common usage to prevent boats from harassing out ships.

Richard Grenell, CIA Director: So the updated information we have is a further four American oil workers were killed after the shelling hit their truck. Leonard Cepero, Ariel Coen, Yael Pinto, and Peter Mackinson. Two British citizens, one French citizen and a Canadian were killed in the recent attack. Most Americans in the country have made it to Georgetown already, Madam President. Port Kaituma is now being evacuated with help from deployed coalition units on the ground; our humanitarian efforts have also begun. Guyanese President Irfaan Ali has inquired when the aid bill would be passed; the GDF is struggling to keep up.

I agree with the Vice President. Search them thoroughly.
Do we have permission to fire warning shots over the boat's bow if they do not heed?
1 hour ago, Jack said:I want to know who these proxies are and where they are located. The United States does not, and will not, negotiate with terrorists. They are the very definition thereof and our only response will be to weaken them militarily, but not enough to start another conflict.
We will have a briefing on them if you'd like.
1 hour ago, Jack said:Let's gather as much intel on this. ISIL cannot be reborn. Do they have the backing of a major power? Or any nation? Find out.
I will do that, Madam President.

How many Americans were killed in this surprise attack? I want our coalition on humanitarian assistance as we speak.
Richard Grenell, CIA Director: We don't know how many or if any were killed yet. Once we get more intel from the Guyanese, I shall inform you, Madam President. Also, would you like us to increase our CIA presence in Guyana?
49 minutes ago, Jack said:I want our coalition on humanitarian assistance as we speak.
Ellen Lord, Secretary of Defence: We have already informed Madam President that we have directed the evacuation and medical attention to the wounded.
51 minutes ago, Jack said:Where are we on our diplomacy? State?
Robert Zoellick, Deputy Secretary of State: China is still applying pressure on the Venezuelans, but it's lukewarm pressure. All coalition members have signed up for sanctions. The artillery shelling has stopped for now, so the pleasure from Bejing does work. We hope to apply more pressure on China to bring Maduro to the table; we need a list of points we can offer him.

Q2, 2025
Caribbean Sea
A contingent of Russian ships have been spotted nearing the quarantine zone in Venezuelan waters. Give the word, and we can intercept them if you like.
Hostages
A new video of Captain Ricardo and Lt.Humphries has been released. While their injuries were treated, they noticed significant bruising and burning on their faces and upper bodies in these videos. Both men are forced to say their names, rank, and why they were shot down. We believe they have been moved and are now being tortured for information.
Iraq
Iranian proxies have fired at one of our bases once again; this time, Camp Viper in Basra was hit with 12 rockets. Six Iraqi contractors were killed alongside two US servicemembers.
Somalia
We can confirm that ISIL in Africa is gaining strength again in Somalia; we suspect a base located near the Kenyan-Somalian border. We will continue to monitor the situation.
-
Richard Grenell, CIA Director: We have confirmation from the GDF that casualties are now at 90 people and 200 wounded; most of Port Kaituma has been destroyed. The Guyanese government requests humanitarian help regarding medical treatment and evacuating the rest of the village.
-
Richard Grenell, CIA Director: The Venezuelans have begun to shell Port Kaituma, Madam President. It's a small village near the border in the northwest of the country. The Guyanese are reporting mass casualties. @Jack @Ollie @Storm @Sovereign

I am also directing DoD to draw up plans so we're prepared for full-scale action -- taking out their remaining vessels, and Air Force, and attacking key infrastructure near Essequibo. Remember to coordinate with coalition partners.

Maduro has used the airstrikes as a rallying cry to resist the United States.
Georgetown, Guyana: AN international crisis that has caused more headaches than none has taken hold of Washington. Venezuela is on the mouths of politicians and diplomats, but not for success but for the apparent blunders that have turned this regional dispute into something nearing a war between the United States and Venezuela. In an unprecedented turn of events, two United States Air Force pilots, Captain Luis Ricardo and Lieutenant Adam Humphries, were shot down over Venezuelan airspace during a series of airstrikes on the Venezuelan-Guyanese border.
The results saw the destruction of most of Venezuela's advanced Russian-made air defence systems. Still, the cost now has two American pilots held hostage by a regime that claims the United States has increased tensions. In her speech to the nation for the first time, President Leah Ross addressed the crisis, using the deaths of five American oil field workers as a casus belli; the president laid out the strategy that "further escalation by Venezuela will be met with a barrage of fire and fury from the United States and its allies."
For his part, President Nicolás Maduro pledged that Venezuela would continue to resist American imperialism by any means necessary and has called on help from Russia and China to prevent a "Latin America Iraq." Vladimir Putin released a statement warning the United States that Russia was prepared to break the quarantine and provide aid to Venezuela unless de-escalation was accorded. At the same time, Beijing has applied pressure to allow the Bolivian Red Cross to visit the two American hostages.
Meanwhile, a meeting between acting Secretary of State Robert Zoellick and the coalition foreign ministers of Jamaica, Colombia, Argentina, Peru, Uruguay, Dominican Republic, Trinidad and Tobago, and the UK was held in Kingston, Jamaica, where they reaffirmed their commitment to "defend the integrity of the territory of Guyana and the innocent people of Essequibo.
Policy officials have indicated that the show of force was premature, some calling it amateur hour when the coalition was not prepared yet for military action. Jim Snow, a former Pentagon official, called it an embarrassment, "The United States decided to announce airstrikes during a prime-time address during the day, not allowing the element of surprise and thinking that Venezuela wouldn't be prepared to counter is foolish and shows a lack of understanding, senate Democrats were right to criticize the president who spent time on a podcast instead of addressing the nation and laying out the overall strategy and until now, in which it ends in a disaster."
However, supporters of the president made clear she showed strong decision-making in launching airstrikes and destroying advanced Russian air defence systems that would have posed a threat to coalition forces in the long run. Yet, it is seen how a diplomatic situation comes about.

Luis Arce, President of Bolivia: Yes, indeed, Mr. Ackerman, I can even ask our chapter of the Red Cross to see both pilots and deliver any aid if possible if that would be fine with you and President Ross.

Richard Grenell, CIA Director: Madam President, like every embassy in the world, there is a CIA chief and team present. We have Black Ops in the country, but we have concluded it would be too great a risk to the team and the pilots in an attempt to rescue them. The area is too hot for extraction; we would need helicopters to get them out, which would mean entering Venezuelan airspace. The other option would be to travel on foot to the border of Guyana. With the injuries sustained by both pilots, we have ruled out that option as it would endanger their lives as well.
Furthermore, how would we rescue them? A plan would be a nighttime bombing raid on Caracas before they are moved, hitting their powerlines. We know where the pilots are, held at the Ministry of Justice building before transferring to a military base. However, that increases the risk; the team would have to scale and get into the building, eliminate the guards, take on two severely wounded pilots and go where? We do not believe the embassy is a safe location; we have reports of crowds gathering and protesting outside, plus we believe the Venezuelans would likely storm the embassy and take hostage the entire embassy staff remaining.
The CIA has concluded overall, the risk is just too significant to use Black Ops to rescue them; there is a 90% chance any operation we take would fail, the situation is hot, the conflict is ramping up, and we can’t risk more lives, it would be another failed hostage attempt like what happened when former President Carter tried to rescue the hostages out of Iran.

Just now, Jack said:
I hope to have those scenario options really soon. Let me remind you Richard, time is of the essence. You failed three times already. If one of them die, it will be your ass. Clear?
Understood Madam President.

Luis Arce, President of Bolivia: Mr. Ackerman, it is a pleasure to speak to you; what can I do for you today? @Sovereign
-
Richard Grenell, CIA Director: We have a video released by the Venezuelans of the two pilots, everybody. @Jack @Storm @Ollie @Sovereign
Quote*Turns on TV and a broadcast of Venezuelan state media; both Captain Luis Ricardo and Lt. Adam Humphries look severely injured, are bound by rope and are forced to walk through the streets of Caracas. Mobs have swarmed them, shouts of bastards in Spanish are heard with the mob throwing anything they can get their hands on at them.*
Madam President, the good thing is we know they are alive; we know for a fact that they will be held in Caracas for interrogation and then obviously moved to an air base as collateral. I want everyone to know that the Venezuelans may be egging us on to attack their airbases in which we accidentally kill both; it is a war crime. We will do everything possible to try and set up scenarios where we can rescue them; we are currently working on some for your immediate approval

Abel Burke, Secretary of State-designate: I'd like to immediately have the State Department reach out to our European allies and provide them full intelligence on what has occurred. I'd further have the President personally contact the families before we have the Department of Defense do a full briefing on the operation confirming that the planes were shot down.
We will do both.

Colombia: 15,000 and five frigates and several patrol boats
Chile: 1,300 and six frigates
Argentina: 2,300 and one destroyer and several patrol boats
Peru: 1,100 and seven patrol vessels and three frigates
Uruguay: 1,200 and several patrol boats

Has there been a change of strategy?
Ellen Lord, Secretary of Defence: It seems President Zelenskyy has changed his strategy; Ukrainian forces are now holding their positions and building once again in strength; we will have an updated map to show you everything so far on the ground, Madam President. (Later this week)

Richard Grenell, CIA Director: The news story is about to break, but thankfully, we have time to give you this information, Amdam President. Two of our pilots have been shot down over Venezuela: Captain Luis Ricardo and Lt. Adam Humphries. The biggest concern right now is what the Venezuelans will do to them. We believe they are alive, but the regime could torture them.
Ellen Lord, Secretary of Defence: We have taken out their BUK-M2 and S-125 Pechora-2M's so that danger for now is out of the way, ladies and gentlemen. They have yet to deploy their Air Force units; their force isn't large enough, but our most significant concern is whether they can replenish it. The vice president mentioned a blockade; I would be in favour of establishing a quarantine around their domestic waters and requiring every ship heading into Venezuelan waters to be searched before being allowed in. We need to prevent their ability to gain anti-air superiority again.

Devin Nunes, Director of National Counterterrorism Center: We are still looking for the base but fair warning for you Mr. Vice President, even if we destroy it, it still won't eliminate the threat of ISIS in Africa. As for minimum casualties for an operation, we can only estimate but the danger for the operation is high, we will of course try to prevent casualties.
