Any comments on the fight over House Rules?
-
WASHINGTON(AP) -- The House got off to a rocky start this week, as the introduction of what was thought to be the same rules as the previous Congress resulted in a hostile ballyhoo of complaints from the Republican minority.
The answer, as it turned out, was bad housekeeping. A newer version of the rules had, indeed, been passed in the previous Congress for the House, but they were then filed, instead of posted to replace the previous rules. The then new "Motion to Dispatch" was used once, but the turmoil later on in the Democratic Caucus left general confusion, and the Republican leadership, whether deliberately or in oversight, failed to mention them. Which set of rules were actually in effect is unknown.
Thus, when the Speaker's Office was cleaned and archived prior to the current Congress, the older version of the rules was forwarded, and subsequently submitted by the Democrats for the new Congress.
Both reporters and the Democratic majority were initially confused by the fuss. The new House Majority Leader, Jonathan Castillo, said when asked about the fuss, "These rules are practically the same as those set for the previous Congress. The House Minority's concern about these rules is a concern to me in its own right. We as Democrats are open to working with the Republicans and that is what I intend to do as the Democratic Leader."
Republicans, however, had a different view. new House Minority Leader Byron Baudin(NY-3), in his own take for reporters, stated " A key component missing from these rules is the Motion to dispatch, granting the minority party the right to put a vote up for consideration. We simply want the same courtesy we gave the Democrats when they were in our shoes. "
Representative Mark Anderson(D-OH-2) may have summed up the feeling of many as the details came out. " It would appear Republicans are upset we aren't abiding by rules they kept hidden from the public by hiding them somewhere in John White's desk. "
A different note came from Republican Jack Terrus(MI-11), who declared "The House Rules right now vest nearly all power in party elites, who in effect decide what bills become law. The leaders of both parties have promoted this anti-democratic system, and my fight against it is entirely non-partisan in nature. We see party leaders saying they don't understand why there's a controversy over the rules -- well, what else would you expect from out-of-touch Washington elites?" The Representative went on to author several amendments to the rules, most of which passed with bipartisan support.
It is expected that the House Rules will finally be settled this weekend, and the House will finally begin to conduct business.

Why the fuss over House Rules which appear, at a glance, to be the same ones Republicans used for two years?

Unless a written objection is received, signed by both a Representative and a Senator, in regard to any electoral vote, it will be assumed that the ballots are counted and certified in accordance with the election night results.
This requirement is in accord with the CRS overview and the applicable Federal Law.
Such objection would have to be subsequently sustained by a majority of both Houses.

I will be posting the first POTUS poll shortly. My thanks to Avner (sp?) for pointing it out. The President-Elect and Vice-President-Elect, as you might imagine, transition to a certain different grading them us mere mortals. I'm a few years from having done this, and I quite forgot it.

Appropriate enough.
We can move it back if you wish, but most people have several pages of PTs by the end of a session which, really, are no longer needed in regular use.

While the Finance and Campaign rules have not yet had their 2001 revamp (just like they did in real life), be advised that all deposits and payments should include a link to the source of the income of expenditure. If an admin gives you funds and does not provide an url source, please ask; if they still don't, PM me.

Terrus Publishes Press Release Example
ANN ARBOR, MI -- Administrator Matthew Terrus today posted a great example of a press release.
Terrus posted the press release example in the press releases primer thread in the press offices forum. The press release example incorporated the recommendations already present in the press releases primer thread. That thread, which Terrus created minutes ago, is currently pinned in the press offices forum.
The Administrator told his couch, end table, and floor lamp that "there is a clear need for an example of a good press release." "I put out the [press release] primer like two minutes ago but I can already tell that it's too long for people to read," Terrus went onto say, "so, I figured it about time to show what a real press release looks like."
Terrus took pains to explain that a press release is "something different from a speech or a tweet." "A speech is designed to convince the public while a tweet is designed to catch online attention," he explained, "a press release is a short statement designed to highlight something that a player did and then to provide soundbytes about that something."
The Administrator invited players to message him with questions about the matter.

President, Vice-President Making Calls to Support CCRA
FAIRFAX, VA(PR NEWSWIRE) -- The President and Vice-President are spending today and tomorrow making calls to get Senators to support the Concealed Carry Reciprocity Act in the Senate.
Wayne LaPierre, Executive Vice-President of the National Rifle Association, confirmed in a statement to reporters that he and NRA President Charlton Heston were working the phones. "Concealed Carry Reciprocity is at the top of our wish list for members, and after Missouri we think Senators on both sides of the aisle will be cautious about crossing our group of patriots."
Democrats, led by Liberal Lion Anderson Sherman, are once again attempting to block the legislation in the name of protecting the Federal Government.
