  1. British join fight for USS Cole

ADEN, YEMEN(AP) -- HMS Marlborough, a Royal Navy frigate, has arrived in Aden and is providing assistance to USS Cole in fighting the fire currently raging onboard.

HMS Marlborough is also providing medical assistance for many of the less injured personnel, as well as morgue space for the deceased members of USS Cole as they are found.

French military helicopters are MEDEVACing the worst injured, presumably to a French military hospital, although details are not available at this time.

Reports indicate that Yemeni authorities are requesting USS Cole be towed out of the harbor as a potential threat. There is no information at this time if the US Navy will comply with the request.

Elsewhere, Cheyenne Mountain, the home of North American Air Defense Command (NORAD), has sealed up in accord with the DefCon 3 apparently ordered early this morning. Other US military bases around the world are still accessible, but are beginning to show long lines as all vehicles are being searched on entry, apparently as a defensive measure against terrorist attacks.

  2. WASHINGTON -- Approximately a dozen casualties are being MEDEVACed to a French military hospital in the Republic of Dibouti.

Reports indicate a platoon of Antiterrorism Security Marines from Yorktown, VA. This lends credence to earlier eyewitness reports that suggest a potential suicide boat bombing.

The USS Donald Cook (DDG75), a guided missile destroyer, and the USS Hawes(FFG-53), a guided missile frigate, are reportedly also on route to assist.

  3. US Military Goes to Heightened Alert Status Globally

WASHINGTON(AP) -- At approximately 5 AM Eastern time, US forces around the world went from full peacetime status, known as Defense Condition (DEFCON) 5, to DEFCON 3, last seen during the 1963 Cuban Missile Crisis.

At the same time, the THREATCON (terrorist threat condition) rose at least two notices, to Charlie. Condition Charlie suggests that a terrorist attack has just occurred, or that one is imminent.

The invoking of both across the world suggests that the explosion and fire on the USS Cole in Aden, Yemen was definitely a terrorist attack, and that more attacks are expected.

  4. WASHINGTON -- US Military installations have substantially elevated the THREATCON, or Terrorist Threat Condition, at least two notches to Condition Charlie.

At Condition Charlie, all vehicles are searched on entering military facilities, and most entry points are closed, among other steps.

Charlie is normally invoked when a terrorist attack has occurred, or when one is imminent.

  5. COLORADO SPRINGS, CO -- Cheyenne Mountain, the Headquarters of North American Air Defense Command (NORAD), has just gone into emergency lockdown. This suggests the US Military has gone to at least Defense Condition (DEFCON) 3, a status which has not been reached since the Cuban Missile Crisis.

Military personnel here at INS suggests this may indicate that what appeared at worse to be a terrorist attack on a US Destroyer may be something far bigger. However, we have no confirmation at this time.

  6. This is a resend of a previous wire item with a correction for time.

ADEN, YEMEN -- Supplemental to previous. Vessel involved is the USS Cole, a guided-missile destroyer. There was a major explosion shortly after 11 AM local time (3 AM Eastern) followed by a fire which is now burning on the vessel. No other US naval vessels are in the harbor at this time, and early reports indicate Yemeni authorities are not providing any assistance at this time. Further information as it becomes available.

  7. ADEN, YEMEN -- The USS Cole is dealing with a major fire after an explosion shortly after 11 AM local time (3 AM Eastern). Local authorities are on site monitoring the situation, but have not become involved.

Reports from witnesses suggest that a small motorized boat crashed into the USS Cole just before or as the explosion occurred. However, Yemeni authorities have stated they believe this is an accident.

  8. USS Cole Dealing With Explosion, Fire

ADEN, YEMEN(AP) -- Personnel aboard the USS Cole(DDG-67) are fighting a reportedly serious fire which broke out following a major explosion about 45 minutes after refueling operations began. The Royal Navy frigate HMS Marlborough has reportedly diverted to the port to lend assistance.

Reports indicate multiple fatalities, and some witnesses have stated that a small boat crashed into the side of the USS Cole just before the explosion and subsequent fire.

Local authorities have not offered assistance for unstated reasons.

  9. LONDON, ENGLAND -- The British Admiralty states that the Royal Navy frigate HMS Marlborough has diverted to the port to lend assistance.  The Admiralty spokesman only indicated that the situation with USS Cole was "very bad."

  10. ADEN, YEMEN -- Supplemental to previous. Vessel involved is the USS Cole, a guided-missile destroyer. There was a major explosion shortly after 11 AM local time (7 PM Eastern) followed by a fire which is now burning on the vessel. No other US naval vessels are in the harbor at this time, and early reports indicate Yemeni authorities are not providing any assistance at this time. Further information as it becomes available.

  11. US Naval Vessel Suffers Explosion, Fire in Yemen

ADEN, YEMEN(AP) -- There are reports of a major explosion aboard the USS Cole (DDG-67), a guided missile destroyer, at approximately 11 AM local time while refueling operations were underway. A fire reported broke out with the explosion.

No further information is available at this time.

  12. ADEN, YEMEN -- Reports from an INS affiliate indicate a US destroyer in port to refuel has suffered a devastating explosion and fire. More information as it becomes available.

  13. 49 minutes ago, Thyne said:

What is the statutory basis that allowed for the study of the issue and the issuance of any sort of advocacy paper on the part of HHS to 'call for an increase in the minimum wage'?

White papers date back to the Churchill White Paper of the British Government of 1922, and have been used with greater frequency in Democracies around the world over time to both inform and provide options on a variety of questions, often as a prelude to a request for legislative action.

In the case of the recent HHS White Paper, we believe that was a "paid" white paper, which results from a grant to an outside agency to research into a matter. Given the subject, the most likely origin are the National Institutes of Health, which is defined as having the following role:

NIH is the Nation's medical research agency. Composed of 27 Institutes and Centers, NIH provides leadership and financial support to researchers in every State and throughout the world. Helping to lead the way toward important medical discoveries that improve people's health and save lives, NIH scientists investigate ways to prevent disease, as well as the causes, treatments, and even cures for common and rare diseases. As a part of the NIH community, Commissioned Corps officers contribute to vital research efforts that can improve health globally.

Now, if you are asking by what particular line item in the budget and what particular Act of Congress authorizes the NIH to have done so, we would suggest you hire a specialist researcher. We at INS do not have either the personnel or the budget to research into it without major cause.

     -- Vincenzo, Bureau Chief, Washington

  14. WASHINGTON -- Newly approved Health and Human Services Secretary Antonia Novello wholeheartedly approved "without reservation" a white paper commissioned by her predecessor and issued earlier today by HHS. The White Paper calls for an increase in the minimum wage on the basis of improved health and living conditions as a result.

"I realize there will be Republican objections, but the basic points are clear", said Secretary Novello. "More money for the working poor and near-poor means better health and better living standards. I know Republicans will claim it costs jobs. I ask them to prove it, because my own look at the numbers says it doesn't."

A spokesman for the American Enterprise Institute disagreed strongly with the Secretary, however. Quoting one business owner the Institute has interviewed:

The minimum wage kills jobs. End of story. I am a perfect example. I run a very successful financial advisory practice, and I would gladly hire two or three teens to work for me personally. But I will not do it at the minimum wage. They simply don’t bring enough economic benefit to warrant me paying them that much. So, what’s the end result? Two or three teens go without a job and instead do nothing. No job. No experience. No learning. Nothing.

I personally know at least a dozen seniors in high school and freshmen in college who would jump at the opportunity to work with me for nothing, let alone $3 per hour or $5 per hour. All of the ancillary skills and benefits would far outweigh any wage they may earn. Yet, the minimum wage laws prevent this from happening. And instead they are just unemployed – economic casualties.

If you do not have either a War Chest or a PAC, and have no intention of starting one, you may disregard this notice.

A lack of transactions does not provide an exemption to reporting.

  17. WASHINGTON -- In a very brief statement this evening, Richard A Clarke, nominee to head the Central Intelligence Agency, announced he was withdrawing his name due to "personal reasons". He apologized for the abruptness of the move, and thanked the President for the honor of the nomination.

  18. WASHINGTON — Talks between Panama and the United States are going "poorly", according to the Panamanian Ambassador to the United States after a meeting at the White House.

"The American President feels that our country is threatening him; our country, with no standing army, navy, or air force to counter US units which are now illegally stationed on Panamanian soil. I am not optimistic."

  19. News You Should Use

As long expected, the Chamber of Commerce of the United States is coming out against the Democratic legislation to strike Right to Work laws. The Big 4 automakers in particular are taking the lead. They have been in touch with their dealers in every Congressional District in the country, who are now lobbying both their State legislators and their Federal legislators.

Maritime shipping rates have ratcheted upward, as have maritime insurance rates, in anticipation of interruption of traffic through the Panama Canal. Such interruption would results in major delays for all products being shipped as they would then be forced to veer southward and go around the tip of South America, adding thousands of miles and weeks to their journeys. Major importers are advising their legislators that interruption of traffic through the Canal would be painful to many aspects of the US economy. This will include shipments of refined petroleum products, although canal closure would have no effect on supertankers and their ilk.
