    A BILL

     

    To amend 2009 US Code Sec. 6616 - Loans to economically disadvantaged rural communities

     

     

    SECTION 1. SHORT TITLE.

    "Rural Job Development Act"

     

    SECTION 2. Development Grants

     

     

    The Secretary, under such terms and conditions as the Secretary shall establish, may make loans development grants and establish economic development zones to economically disadvantaged rural communities for the purposes of securing technical assistance and services to aid in the development and implementation of action plans, including planning for—

    (1) improving existing facilities in the community that may generate employment or revenue;

    (2) expanding existing infrastructure, facilities, and services to capitalize on opportunities to diversify economies now dependent on National Forest System land resources; and

    (3) supporting the development of new industries or commercial ventures unrelated to National Forest System land resources.

     

    (b) Interest rates

    The interest rates on a loan made pursuant to this section shall be as determined by the Secretary, but not in excess of the current average market yield on outstanding marketable obligations of the United States with remaining periods to maturity comparable to the maturity of such loan, plus not to exceed 1 percent, as determined by the Secretary, and rounded to the nearest one-eighth of 1 percent.

    SECTION 1. SHORT TITLE.

     

     This Act may be cited as the Agricultural Export Promotion Act

     

    SEC 2. Duties of Foreign Agricultural Service

    The Service shall assist the Secretary in carrying out the agricultural trade policy and international cooperation policy of the United States by—

    (1) acquiring information pertaining to agricultural trade;

    (2) carrying out market promotion and development activities;

    (3) providing agricultural technical assistance and training; and

    (4) carrying out the programs authorized under this chapter, the Food for Peace Act (7 U.S.C. 1691 et seq.), and other Acts

    SECTION 1. SHORT TITLE.

      This Act may be cited as the `Veterans' Benefits Act of 2009'.

     

    SEC. 2. VA Loan Funding Fee

    Lowers the VA Loan Funding fee;

    (a) Lowers said fees too 1% from 2% for first time VA loan recipients,

    (b) Lowers to 2.1% from 3.3% for repeat home buyers. 

     

    SEC. 3. ELIGIBILITY FOR BURIAL ALLOWANCE.

      Subsection (a) of section 902 of title 38, United States Code, is amended

      to read as follows:

      `(a) Where a veteran dies--

      `(1) of a service-connected disability; or

      `(2) who was--

      `(A) a veteran of any war;

      `(B) discharged from the active military, naval, or air service for a

      disability incurred or aggravated in line of duty; or

      `(C) in receipt of (or but for the receipt of retirement pay would have

      been entitled to) disability compensation;

    the Administrator, in the Administrator's discretion, having due regard to the circumstances in each case, may pay a sum not exceeding $4000 to such person as the Administrator prescribes to cover the burial and funeral expenses of the deceased veteran and the expense of preparing the body and transporting it to the place of burial. For the purpose of this subsection, the term `veteran' includes a person who died during a period deemed to be active military, naval, or air service under section 106(c) of this title.'.

     

    SEC. 3. INCREASE IN THE BURIAL PLOT ALLOWANCE.

      Paragraphs (1) and (2) of section 903(b) of title 38, United States Code, are amended by striking out `$2000' each place it appears and inserting in  lieu thereof `$4000'.

     

    SEC.3. Automobile Grant Increases

    The Department of Veterans Affairs' automobile grant will be,

    (a) Increased to a maximum of $31,488.29 effective Oct. 1 for fiscal 2010.

    A BILL

     

    To establish a Department of Agriculture loan program to support mentorship and apprenticeship opportunities for veterans of the Armed Forces to become farmers or ranchers.

     

    SECTION 1. SHORT TITLE.

    This Act may be cited as the “Veterans’ Agricultural Apprenticeship Act of 2019”.

     

    SEC. 2. MENTORSHIP AND APPRENTICESHIP PROGRAM FOR VETERANS OF THE ARMED FORCES TO BECOME FARMERS AND RANCHERS.

    (a) Program Required.—The Secretary of Agriculture shall establish a program to make direct loans to farmers and ranchers who will provide mentorship and apprenticeship opportunities for veterans of the Armed Forces to learn the skills necessary to become a successful farmer or rancher.

    (b) Agreements With States.—The Secretary of Agriculture shall carry out the mentorship and apprenticeship program through agreements with State departments of agriculture that will—

    (1) select veterans to participate in the program;

    (2) secure established farmers and ranchers to provide the mentorship and apprenticeship opportunities; and

    (3) make and administer direct loans to support the resulting mentorship and apprenticeship.

    (c) Active Involvement.—As a condition of a loan under the mentorship and apprenticeship program, a participating veteran must be allowed to materially and substantially participate in the operation of the farm or ranch providing the mentorship and apprenticeship opportunities.

    (d) Terms Of Loans.—

    (1) INTEREST RATE.—A loan under the mentorship and apprenticeship program shall be made without interest.

    (2) TERM AND REPAYMENT.—The term of a loan under the program may not exceed one year and the loan shall be repaid after the harvest season in such installments as the Secretary may require.

    (e) Source Of Funds.—Of the amounts appropriated for each of fiscal years 2020 through 2024 to fund operation of the Office of the Secretary of Agriculture, the Secretary shall use $1,000,000 each of such fiscal years to carry out this section.

    (f) Comptroller General Report.—Not later than March 1, 2023, the Comptroller General of the United States shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report evaluating the effectiveness of the mentorship and apprenticeship program in assisting veterans who participate in the program in becoming farmers and ranchers.

    (g) Veteran Defined.—In this section, the term “veteran” means an individual who has served in the Armed Forces (as defined in section 101(10) of title 38, United States Code) and who has not previously operated a farm or ranch.

  6. Charter of the Republican National Committee 

     

    PREAMBLE: The Republican National Committee is the national leadership structure serving the Republican Party of the United States. It is responsible for the platform of the party, election and fundraising strategy, and coordinating public relations. This document shall serve as the official charter of the RNC; mandating election procedure, the responsibilities of party leadership, and outlining administrative functions. 

     

    Section 1: Leadership. 

     

    1.1. Republican National Committee Leadership;

    (a) The RNC shall hold an election for Chairman every two years, or upon vacancy of the position. 

    (b) The Chairman of the RNC shall be given the authority to appoint a Chairman of the NRSC (National Republican Senatorial Committee).

    (c) The Chairman of the RNC shall be given the authority to delegate other responsibilities as needed.

     

    1.2. Republican Senate Caucus Leadership;

    (a) The RNC shall elect a Republican Senate Leader following Congressional elections, or upon vacancy of the position. 

    (b) The RNC shall elect a Republican Senate Whip following Congressional elections, or upon the vacancy of the position.

    (c) The RNC shall elect a President Pro-tempore of the Senate following Congressional elections, or upon the vacancy of the position if the Majority is held. 

     

    1.3. Leadership Structure; 

    (a) The RNC Chairman shall lead the party publicly, organizing press relations, elections, fundraising, and the Presidential primaries. 

    (b) The NRSC Chairman shall lead Congressional election strategy and assist the RNC Chairman in fundraising and serve in his/her place in their absence.

    (c) The Republican Senate Leader shall lead the Republican Senate Caucus.

    (d) The Republican Senate Whip shall assist the Republican Senate Leader and serve in his/her place in their absence.

    (e) If any leader in sections (a) through (d) are absent for more than 7 days with no posts, no in character posts, and no declared Leave of Absence, he/she shall be stripped of their titles and the RNC Chairman shall immediately begin an election for the vacant position. 

     

    1.4. Election Procedure; 

    (a) All elections within the RNC and Senate Republican Caucus shall be conducted via an open vote in the RNC war room presided by the RNC Chairman or his appointed deputy. Any member approved prior to the conclusion of a vote shall be eligible to vote. 

    (b) All members will be permitted to nominate or second an individual in the allotted time; all nominees must accept to be on the ballot. Self-nominations and self-seconds are accepted. 

    (c) In the event no nominee receives 50%+1 of the votes, the top two nominees with the most votes will move to a subsequent round of voting until a majority of votes is obtained. 

    (d) Leadership election votes shall last no shorter than 24 hours and no longer than 72 hours.

    (d1) The Republican Leader in the Senate and the Republican Deputy Leader (Whip) may veto the Decision of the Chair to restrict a member by declaring separately and publicly a veto on the decision, provided said vetoes are issued no later than 24 hours after the Chair has announced the Decision to Restrict. 

     

    1.5. Vote of No Confidence; 

    (a) Any member of the RNC may move for a Vote of No Confidence in any member of leadership and it will require (2) seconds by other members; a member shall provide basic reasoning for the motion to be valid. 

    (b) A vote shall be commenced by the RNC Chairman or another member of leadership (with consideration given to whom is topic of the motion) requiring a 2/3 majority to pass.

    (c) If a Vote of No Confidence is successful, an election will be commenced immediately by the RNC Chairman or his deputy. 

     

    Section 2: Procedures. 

     

    2.1. RNC Headquarters Access; 

    (a) Any member of the RNC may move to restrict the war-room access of another member and it will require (2) seconds; a member shall provide basic reasoning for the motion to be valid.

    (b) A public debate will be held where the member in question will be allowed to provide a defense for himself; this period will not last longer than 48 hours.

    (c) A motion to restrict permanent RNC Headquarters Access of a member must receive 2/3 majority to pass.

    (d) The RNC Chairman shall have the ability to temporarily restrict a members access to the RNC Headquarters until such a time where a vote can be held among the entire party to decide the members access. The RNC Chairman may not restrict a members access for longer than 72 hours without following the procedures laid out in this section.

     

    2.2. Amending the Charter; 

    (a) Any member may move to amend the charter and it will require (1) second. The member must indicate which section and subsection he or she is amending. 

    (b) All motions to amend the charter will be debated and presided over by the RNC Chairman.

    (c) All motions to amend the charter must receive a 2/3 majority vote to pass. 

     

    Section 3: Republican Presidential Primaries.

     

    3.1. Responsibilities;

    (a) The RNC Chairman will have the authority to decide on matters of delegate rules and primary scheduling, arbitrating and solving any and all disputes among state party chapters during the primary process. 

    (b) The RNC Chairman shall Chair the RNC Convention or appoint a member of the RNC to Chair the Convention.

    (c) No individual occupying any of the positions mentioned in Section 1.1 and 1.2 will be permitted to contest in Republican Primaries while in office. The individual may request a waiver, provided it is supported by a 3/4 majority vote in the party.

     

    3.2. Platform Committee;

    (a) Every Presidential election (every four years), the Republican National Committee will fund a 'Platform Committee', consisting of the following members;

    (i) RNC Chairman

    (ii) NRSC Chairman

    (ii) Senate Republican Leader

    (iii) Senate Republican Whip

    (iv) Presidential Candidate(s)/Representatives of Presidential Candidate(s)/Appointees of RNC Chairman (up to three)

    (b) The platform committee shall deliberate to write, edit, and update the RNC Platform to be presented before the RNC Convention every four years.

    (c) A platform must receive receive a majority vote of the committee to be adopted.

    (d) The platform committee will also serve as the RNC Convention Committee, overseeing operations of the RNC national convention, led by the RNC Chairman. 

     

    3.3. Republican Presidential Nominee and President;

    (a) The Republican Presidential nominee and Republican President shall serve as the de-facto leader of the RNC, retaining authority over his or her campaign and the RNC National Convention.

    Ariel Milhouse Goodman was born December 19th to Solomon and Deborah Goodman two dairy farmers who had immigrated to America from Poland before WW2. The Goodmans had already established a ranch outside of Omaha and had limited capacity to sustain their dairy farming, within a few years that would change. Ari as he was now called, grew up in a happy home for three other brothers, most of the time the boys where helping out on the farm with their father, while Deborah maintained the household and the household finances which in later life Ari credited his mother for instilling in him financial discipline. By the sixties, the Goodman family sold their small ranch and moved to Gretna where they purchased more land and established a larger cattle ranch and obtained dozens of more dairy cows. By time Ari graduated high school and went on to university in Texas for a biology degree, the family business became a major small business hiring over 80 staff and over 400 dairy cows. However following his first year in college, Ari's father died of a massive heart attack while working on the farmer. Considering on dropping and coming back, his mother  persuaded him to continue to work on his education. Finally finishing his education, Ari returned to the dairy farm and took over day to day operations. Under his leadership the dairy farm was made into a business  with the  name "Goodman Dairy Farm", hiring more staff and buying more dairy cows, by 1989, over 250 people worked for the company with other 345 cows; exporting milk to ten different states while having a large surplus supply in Nebraska.

     

    During his years as president and ceo, Ari contributed thousands of dollars to Republican causes and candidates and by 1982 he was named Vice Chair of the state republican party and in 1984 he was elected to the state legislature for five years. By 1989 he ran for congress and won for the 1st district where we represented Nebraska for five years however Ari became disillusioned with congress. While he fought for lower taxes, less government interference in particular gun reform laws, and free trade; Ari wanted out of washington and didn't run for another term. Going back to his family's business, Ari served as CEO of the company for 14 years while also serving as chair of the state party for 6 years while doing his best not to return to electoral politics. The dairy business expanded greatly bringing in considerable wealth to Ari and his family. However in 2008 when the class 2 senate seat opened up after the retirement of Chuck Hagel, Ari tapped his head into the race. With a grueling primary race, Ari was able to achieve success and went on to a smooth general election.

     

    In the senate Ari has been known to be a staunch conservative on gun rights, abortion, government spending, taxes, and education. Calling for the abolition of the commerce, labor and education departments while moderate on healthcare reform.

    The Authorization of Appropriations Emergency Veterans’ Job Training Act of 1983 is hereby extended through 1990.

     

    Section 4. Application Deadline

     

    The application deadline and the job training program commencement deadline is extended by six months.
