  1. IN THE UNITED STATES SENATE 

    Mr. Thomas Williams of Rhode Island, among others, with thanks to Mr. Cartwright  introduced the following bill; 

     

    A BILL

     

    To amend the Food and Nutrition Act of 2008 to provide an incentive for households participating in the supplemental nutrition assistance program to purchase certain nutritious fruits and vegetables that are beneficial to good health.

     

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

     

    SECTION 1. SHORT TITLE.

    This Act may be cited as the “SNAP Healthy Incentives Act”.

     

    SEC. 2. AMENDMENTS.

    (a) Definition.—Section 3 of the Food and Nutrition Act of 2008 (7 U.S.C. 2012) is amended—

    (1) in subsection (k) by inserting “, unless the context specifies otherwise,” after “means”;

    (2) by redesignating subsections (u) and (v) as subsections (v) and (w), respectively; and

    (3) by inserting after subsection (t) the following:


    “(u) ‘Supplemental fruits and vegetables’ means those fruits and vegetables containing nutrients that promote the health of the population served by the supplemental nutrition assistance program, as determined by the Secretary by rule.”.

    (b) Increase In Value Of Allotment.—Section 8 of the Food and Nutrition Act of 2008 (7 U.S.C. 2017) is amended by adding at the end the following:


    “(g) Increase In Value Of Allotment.—The value of an allotment, determined under this section without regard to this subsection and issued to a household for a month, shall be increased by 30 percent of the cost of supplemental fruits and vegetables purchased by such household during such month, but not to exceed an aggregate monthly amount determined by the Secretary on the basis of household size.”.

     

    SEC. 3. EFFECTIVE DATE.

    This Act and the amendments made by this Act shall take effect 90 days after its passage. on October 1, 2020.

     

    PES: This bill revises the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to provide a financial incentive for participants to purchase fruits and vegetables containing nutrients that promote the health of the population served by SNAP.

    To amend the Food and Nutrition Act of 2008 to permit the use of benefits to purchase diapering supplies for small children.

     

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

     

    ECTION 1. SHORT TITLE.

    This Act may be cited as the “SNAP for Infant Care Act of 2020”.

     

    SEC. 2. AMENDMENTS.

    Section 3 of the Food and Nutrition Act of 2008 (7 U.S.C. 2012) is amended—

    (1) by inserting after subsection (g) the following:

    “(g–1) Diapering Supplies.—The term ‘diapering supplies’ includes diapers, diaper wipes, diaper cream, and related items necessary for safe diapering.”, and

    (2) in subsection (k) by inserting “diapering supplies for a child not more that 3 years of age,” after “of this subsection,”.

     

    SEC. 4 EFFECTIVE DATE.

    This Act, and the amendments made by this Act, shall take effect on the 1st day of the 1st month that begins not less than 180 days after the date of the enactment of this Act.

  3. Williams Offers Amendment to Trump Resolution 

    Washington D.C.  & Providence, RI 

     

    Senator Thomas Williams (D-RI) called upon the Senate to adopt his amendment to the S. Res. 2. Honoring President Donald John Trump. Upon news of the former President’s passing, Senator Williams sent his sympathies to the Trump family. He understands how heart wrenching it is to lose a loved one.

     

    ”Let me be clear, I am a student of history. I believe in recognizing and honoring our former Presidents when they pass away. However, the propaganda put before the United States Senate is outrageous.” Senator Williams said of the Joint Resolution, “From congratulating the former President for working with dictators to describing his time in office as ‘outstanding’, I cannot and will not vote for such a resolution.” Senator Williams pointed to the divisive nature of the Trump Presidency. He highlighted the riots in Charlottesville, where the President failed to condemn white supremacy, to his stand back and stand by comments to the Proud Boys during the 2020 campaign, to his assaults on Women’s and LGBT rights. 

     

    “We can honor President Trump’s legacy but I can’t in good conscience vote for a resolution that includes misinformation. I am deeply disappointed that my Republican colleagues have decided to take the death of a former President and turn it into a political circus.” Senator Williams made clear that if his amendment were agreed to, he would vote for the Trump Resolution.

    2/3 I will gladly vote for a resolution based on FACTS but I will not support one that inflates his record.

     

    3/3 How quickly the #GOP forgets Charlottesville, HIS attack on abortion rights and LGBT Americans, and how he tarnished the US image around the world.

    I motion to amend this resolution as follows:

    Whereas Donald John Trump, the 45th President of the United States, was born on June 14, 1946, in Queens, New York;

     

    Whereas he was raised in New York City by Frederick and Mary Trump, graduating from the New York Military Academy;

     

    Whereas he found himself studying at the University of Pennsylvania's Wharton School of Economics, graduating first in his class in May of 1968 with a Bachelor of Science in Economics;

     

    Whereas he became President of Trump Management, which would later be called the Trump Organization, in 1971 and, over his 46 years in charge, built the company into a household name for such acquisitions and buildings as Mar-a-Lago, ten Trump Towers, seventeen Trump Golf Clubs, four Trump Plazas, five Trump Hotels, and the donation of land for a New York State Park;

    Whereas, Donald Trump was elected President of the United States in 2016 upon his election to the Presidency, he served with distinction, grew the American economy by cutting red tape and encouraging job creation, improved relations with allies in the Middle East, including Turkey, Israel, and Saudi Arabia, met with Kim Jong-un in two historic summits, and appointed a record number of qualified lawyers to the federal bench;

     

    Whereas he was only able to do what he did with the continuing support and love of his wife, Melania, and his children, Donald Junior, Ivanka, Eric, Tiffany, and Barron: Now, therefore, be it

     

    Resolved, That the Senate notes with deep sorrow and solemn mourning the death of President Donald John Trump.

     

    Resolved, That the Senate extends its heartfelt sympathies to Mrs. Trump and the family of President Trump.

     

    Resolved, That the Senate honors and, on behalf of the nation, expresses deep appreciation for President Trump's outstanding and important service to his country.

     

    Resolved, That the Senate directs the Secretary of the Senate to communicate these resolutions to the House of Representatives and transmit a copy thereof to the family of the former President.

    Hello New York City! 

     

    It's a pleasure to join you all tonight! I am Senator Thomas Williams and I proudly represent the State of Rhode Island in the United States Senate. We may be the smallest state in the Union, but we dream big! Tonight, we're here to showcase the successes of the Democratic Party and our vision for America. 

     

    We come together with one mission: to ensure the Democratic Party retains the White House and takes back the United States Congress in 2024. I think I speak for all of us when I say that we are laser focused on this goal. For far too long we've heard our friends across the aisle talk about the benefits of tax cuts, but they always seem to forget that most of those tax cuts go to the richest members of our society. Then, when those tax cuts don't pay for themselves, they don't go back and raise taxes on the super rich - instead they look to poor and middle class Americans and ask them to make just one more sacrifice. It's time to raise taxes on the wealthiest Americans so they pay their fair share, and it's time to give the middle class the tax break they deserve. 

     

    We stand for a living wage. All this talk of the minimum wage makes me sick. There is absolutely no reason why hard working Americans who work 40 hours a week shouldn't be able to make ends meet. But all too often this is the reality of millions of Americans. We need to pass a $15 an hour living wage and we need to pass it now. 

     

    I recently read the book Maid by Stephanie Land. If you haven't read it, I recommend it. As I read chapter after chapter, I was shocked to see how much our society has left people behind. Instead of shaming people for being poor, we need to provide them with the foundation they need to end the cycle of poverty. Let's be clear: recipients of SNAP can spend on average $1.40 per meal. That is just a shame. We are the richest country in the world, but yet we let our fellow Americans go hungry. This is why I call upon the Congress to not only protect SNAP funding, but to expand it. 

     

    New York - these are just a few key issues that I am passionate about. But as we've seen tonight, our party is filled with intelligent and committed leaders who are fighting for you! However, our colleagues across the aisle, they've got some wealthy friends that are prepared to spend millions to ensure the next tax cut is theirs. We need your financial support in order to fight back. Please, donate to the Democratic Party so we can continue the fight to retain the White House and win back the Congress!
