  1.    IN THE SENATE

      Mr. Krol (for himself, Mr. Ross, Mr. Zharoff, and others) introduces the following bill

                                                                                                                                                           A BILL

    Section 1. Short Title

    I. This Act may be cited as the "Protecting Local Sports Act"

     

    Section 2. Definitions

    I. "Sporting event" means a scheduled regular or postseason contest between two National Football League, Major League Baseball, National Basketball Association, Major League Soccer, or National Hockey League teams.

    II. "Streaming service" means a direct-to-consumer, over-the-top Internet video service which carries sporting events in a live or tape-delayed fashion. 

    III. "Local media market" means the television market areas, as defined by the Federal Communications Commission, within a 75-mile radius of the home stadium in which a sports team normally plays their home games.

    IV. "League" means the National Football League, Major League Baseball, the National Basketball Association, Major League Soccer, or the National Hockey League.

     

    Section 3. Regulation

    I. Any sporting event that occurs that is primarily broadcast via a streaming service must be made available in the local media market of each team via over-the-air broadcast television, either as a simulcast of the streaming service broadcast or as a separately produced broadcast, or for free on a publicly accessible website operated by the respective team or league.

    II. Any league found to be broadcasting a sporting event in violation of this section shall be guilty of a misdemeanor punishable by a fine of not less than $200,000. Three or more repeated offenses under this section within a four year period may be punishable by a fine of not less $5,000,000.

  2. There being a vacancy in the office of DNC Chair an election shall be held pursuant to DNC Charter Section 3. As there is no statutory Vice Chair, I will open the election.

     

    There will be 36 hours for candidates to be nominated and seconded and to accept the nomination. If there is only one candidate properly nominated at the end of the period, that candidate will be immediately elected by acclamation. If there are only two candidates for any office, members will vote by declaring the name of their preferred candidate. If there are more than two candidates for any office, members will vote by ranking each candidate in order of preference.

  3. I've read, and re-read, the DNC Charter. There are no term limits set for leadership, nor any requirements for when new leadership elections must be held. This should probably be addressed in a Charter Amendment soon. Despite this, I believe the DNC should have the opportunity to elect new leadership after elections - especially ones we lose. As such, I am resigning as DNC Chair in order to require a new election to be held.

  5. OOC: As many of you know, I’ve recently received gut wrenching news in my family. Of course my family and our well-being is my top priority. I was prepared to resign as DNC Chair. After speaking with Starnes, I’m going to remain in office and give you folks all the time and effort I can. If anyone has a concern about my activity levels or work product, please speak up. I’d rather address discontent up front

  7. Democracy Succeeds in Early Primaries

     

    The Democratic Party has successfully held the first three primary contests of the 2024 Presidential Primary.
     

    DNC Chairman Jon Krol (D-NY) applauded Senator Casanova-Davis, Governor Ridgeway, and Mayor Applegate on their respective victories, saying “We saw the smooth execution of a democratic process - something Democrats have mastered.” The primaries in South Carolina, Nevada, and New Hampshire were the first held under the new Democratic Primary calendar, shaped by President Biden, designed to promote a more representative electorate. Senator Krol said that the new calendar “has worked as intended” and is “presenting more candidates to a broader spectrum of the American people.”
     

    Senator Krol lamented “many figures in the MAGA Extremist Cult” who have used the first Republican primary contests “to continue their assault on democracy, propagating more and more unfounded and harmful lies” about voting systems. He said that “if any Democrat made such unfounded claims, I would use the full force of the DNC to quash those lies and spread the truth that our democracy is sacred and our elections are secure. I doubt I will see my Republican colleagues do the same.” Senator Krol said there “must be an unwavering, bipartisan commitment to returning to the norms of peaceful transitions of power and accepting election losses” in 2024.

  9. Madam President,

     

    I applaud my colleagues from the great states of Ohio and Texas for finding an appropriate, reasonable compromise in order to move this critical aid package.

     

    I support the Ewing I amendment and will also vote in support of Spencer IX when the vote arises. We have worked hard - and in a bipartisan way - to create the best package we can, delivering on our commitments both to the American people and our global allies.

     

    Krol I and II, Spencer IX, and Ewing I will make this a better bill and I am proud of the work we’ve done. I hope my colleagues across the aisle will join us in supporting cloture at the appropriate time - and work with us to shepherd this important bill through the other side of the Capitol. I personally commit to working with our President and his Administration to get this over the line and these funds out the door as quickly as possible.

  10. Madam President,

     

    Not only are the Israeli people and the Ukrainian people waiting for this Congress to do something to address the dual crises we face, the American people are waiting for this Congress to do something.

     

    The American people elected us to stand up and face the tough questions - and answer them. We need to invoke cloture on this bill, Madam President, so we can advance to a final vote and take the action that the American people demand of us. I don't care if you hate Ukraine and don't want to see a single penny go to stopping the Russian advance; vote for cloture so that those of us who understand our role on the global stage can do something. I will remind each of my colleagues that voting against cloture is delaying a vote on the largest Israeli aid bill in decades - on top of delaying a vote on critical war time aid to Ukraine.

     

    Madam President, we must invoke cloture and advance to a final vote, and we must do it now.
