My team and I have worked hard on a proposal aims to help Puerto Rico's debt crisis and provide economic assistance. Our bill, the "Puerto Rican Economic Development, Recovery, and Assistance Act" establishes a fund to pay off Puerto Rico's $70 billion debt; provides $100 billion over 5 years in aid by supplementing incomes for low-wage workers, temporary assistance for laid-off workers, and relocation funds; allocates $10 billion for grants to non-profits providing emergency aid, housing, job training, and legal services in Puerto Rico; and develops an oversight board to prevent misuse of funds. But standing up for Puerto Rico is about more than just addressing its financial woes. It is about recognizing and celebrating the immense contributions that Puerto Ricans have made, and continue to make, to our nation. It is about acknowledging the resilience and strength of a people who have weathered countless storms, both literal and metaphorical, and emerged stronger for it. And so, my friends, I call upon each and every one of you to join me in standing up for Puerto Rico. Children torn from their parents' arms. Asylum seekers treated like criminals and kept in unconscionable conditions. Is this really who we are as a nation? Make no mistake, I am a stalwart advocate for border security and the respectful enforcement of our laws. But there is a world of difference between secure borders and walling ourselves off from the world with hatred and fear - a complete betrayal of our founding identity as a nation of immigrants. Throughout our history, immigrant communities have been subjected to ignorance, discrimination, and even violence born of these same prejudices. The Chinese Exclusion Act. The St. Louis tragedy where Jewish refugees were turned away to face genocide. The unconscionable internment of Japanese Americans. These shameful chapters in our history serve as a stark reminder of where xenophobia and scapegoating can lead. So today, I say no more! We are so much better than this! It is time to pass comprehensive immigration reform that provides real pathways to citizenship for undocumented immigrants, many of whom have been crucial members of our communities for decades. It is time to expand and safeguard the asylum process to ensure we do not turn away those fleeing war, famine, and persecution. And yes, it is time to robustly invest in developing nations and conflict resolution, so that vulnerable families are not forced from their homes by violence, poverty, and environmental catastrophes in the first place. For every migrant hoping for a better life, we should see not a threat but human dignity; not an 'invader', but a potential citizen, entrepreneur, soldier, first responder. My friends, this is a moral imperative and an economic necessity. At our best, America has drawn strivers and innovators from every corner of the globe to forge an unparalleled cultural dynamism and economic engine. To turn our back on that legacy would be nothing short of national self-sabotage. So I say to you: open your hearts and your minds. It allows undocumented immigrants who have been in the United States since at least the start of this year, have no felony convictions, and meet standard background checks to apply for a 5-year conditional permanent residency. After that 5-year period, if they remain employed or in school and learn basic English, their status will be upgraded to full permanent residency and U.S. citizenship will be in reach. We're not giving anyone "amnesty" - they must pay fees, pass strict requirements, and earn their place in line. But we are finally providing a reasonable, fair path forward for millions of good people who have been living in legal limbo for far too long. To handle anticipated application volumes, this bill funds hiring 200 new immigration judges and staff over two years and building 10 new immigration courts in underserved areas to quickly clear backlogs. Because justice delayed is justice denied. The legislation also overhauls and streamlines asylum processes, raising the refugee cap to 500,000, ensuring vulnerable groups like LGBTQ refugees get priority handling, and mandating all asylum claims are reviewed within 180 days. This expedites relief for the persecuted while maintaining rigorous vetting. Taking a holistic approach, the bill assesses areas for new legal ports of entry on the Southern border to facilitate orderly migration. It provides critical security and economic aid to stabilize Venezuela, a major source of recent outflows. And it funds humanitarian travel aid, shelters, food, and medical care for incoming migrants in need. Crucially, it establishes grants for states to offer education, workforce training, English classes, and community programs to help integrate immigrants already living here undocumented. Because we are not just bringing in workers, but new neighbors enriching our American family. This pragmatic, humanitarian, and fair reform will secure our border and keep families together. It upholds our heritage as a nation of immigrants, restarting the tradition of the sturdy Golden Door beckoning those yearning to breathe free.
