  1. Section 1. Short Title

    This act may be cited as the Securing Israel Act.

     

    Section 2. Appropriations to Israel

    (a) $4,400,000,000 shall be appropriated to the Department of Defense to remain available until September 30, 2025, to respond to the attacks in Israel. This shall be used:

    (1) for replacement of defense articles from the stocks of the Department of Defense,

    (2) for reimbursement for defense services of the Department of Defense and military education and training, provided to Israel or identified and notified to Congress for provision to Israel

     

    Section 3. Additional Appropriations for the Department of Defense

    (a) $850,000,000 shall be further appropriated to the Army ammunition procurement program to remain available until September 30, 2026, to respond to the attacks in Israel.

    (b) $15,000,000 shall be further appropriated to the Navy weapons procurement program to remain available until September 30, 2026, to respond to the attacks in Israel.

    (c) $38,600,000 shall be further appropriated to the Air Force missile procurement program to remain available until September 30, 2026, to respond to the attacks in Israel.

     

    Section 4. Iron Dome Replenishment Program

    (a) $4,000,000,000 shall be appropriated to remain available until September 30, 2026, for the Secretary of Defense to provide to the Government of Israel for the procurement of the Iron Dome and David’s Sling defense systems to counter short-range rocket threats.

     

    Section 5. Research, Development, Test and Evaluation

    (a) $1,350,000,000 shall be appropriated to remain available until September 30, 2025, to respond to the attacks in Israel, of which $1,200,000,000 shall be for the Secretary of Defense to provide to the Government of Israel for the development of the Iron Beam defense system to counter short-range rocket threats.

     

    Section 6. Department of State Diplomatic Programs

    (a) $150,000,000 shall be appropriated to remain available until September 30, 2025, for responding to the attacks in Israel and areas impacted by the attacks in Israel, including for crisis response and relocation support for Mission Israel, of which $100,000,000 shall be available until expended for Worldwide Security Protection to sustain requirements for Mission Israel and other United States missions affected by the attacks in Israel.

    (b) $50,000,000 shall be appropriated to remain available until September 30, 2025, for emergency evacuation of United States Government personnel and citizens in Israel and in countries in the region impacted by the attacks in Israel.

     

    Section 7. Foreign Military Financing Program

    (a) $3,500,000,000 shall be appropriated to remain available until September 30, 2025, to respond to the attacks in Israel. This shall apply to the Foreign Military Financing Program.

     

    Section 8. Accountability

    (a) Concurrent with any notification of assistance made pursuant to section 506(b)(1) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2318(b)(1) ), the Secretary of Defense shall submit a written notification to the congressional defense committees that contains a description of the defense articles and defense services to be furnished, including the quantity, approximate value, and an estimate of the cost to replace such article or an equivalent capability; and a timeline for the delivery of such defense articles and defense services.

     

  2. I propose the following amendment. 

    “SEC. 3. Leadership Elections

    1. The following leadership officers will be elected by the RNC in January of each odd-numbered year (IG), or whenever a vacancy may occur:

    a. the RNC Chairperson;

    b. the Republican Leader of the United States Senate; who may appoint a Deputy to be known as the Republican Senate Whip who shall serve at the pleasure of the Republican Leader of the United States Senate

    c. the Senior Acting President pro tempore of the United States Senate, if a Republican.

    2. Leadership elections will take place in the RNC War Room, via a thread, with no poll.

    3. The RNC Chairperson will preside over elections, unless the office of RNC Chairperson is vacant or the RNC Chairperson is a candidate in the election, in which case the Vice Chairperson will preside.

    4. Election nominations will be open for 48 hours. In order to qualify as a candidate, a member must be nominated and seconded, and if not self-nominating must accept nomination before nominations end. A member may self-nominate, but may not second their own nomination.

    5. Election voting will be open for 24 hours. If there is only one candidate for any office, that candidate will be immediately elected by acclamation.

    6. After votes are tabulated, if a candidate receives a majority of votes that candidate will be elected.”

     

  3. Eliminating the whip as a position entirely would be silly as its good to have a whip deputise for the leader in certain negotiations and actions. Condensing it with the chair of the party would be something that I would personally be against.

     

    The aims and goals of the Republican National Committee may differ from those of the Senate Republican Conference, I would expect the RNC to be far more conservative or appeal to the base more than certain things we would try to do in the Senate Republican Conference (for example, govern if we were in the majority).

     

    I intend on running for Senate floor leader so I will be advocating the whip be appointable and accountable to the leader of the Senate Republican Conference. 

  4. SECTION 1. Republican National Committee 

    1. The Republican National Committee (RNC) shall be comprised of the following members, provided they are Republicans, or have been authorized by majority vote of the RNC to caucus with Republicans in the United States Congress, and remain in good standing with the RNC:

    a. the President of the United States of America;
    b. the Vice President of the United States of America;
    c. Cabinet-level officials in the United States federal government;
    d. United States Senators; and
    e. United States Representatives, including non-voting Delegates or Resident Commissioners.

    2. The RNC shall be authorized and required to:

    a. establish, and superintend, presidential primary elections to determine the Republican nominee for President of the United States of America;
    b. nominate the individual chosen by the Republican presidential nominee as their running mate for Vice President of the United States of America;
    c. support the electoral efforts of each Republican nominee for federal office and, to this end, coordinate state and local election efforts;
    d. organize the Republican National Convention every four years, in presidential election years; and
    e. raise funds, and obligate these funds, in such a manner as to effectively accomplish the aims laid out in this section.

     

    SEC. 2. RNC Leadership

    1. The RNC shall be led by a Chairperson and consist of a Vice Chair, Senate Leader, Senate Whip as well as the President and Vice President when holding the Executive Branch.

    2. The Chairperson shall coordinate the operations of the RNC, represent the RNC to the public and to the media, and manage RNC finances.

    3. The Chair shall be responsible for the appointment of a Vice-Chair, and the appointment shall coincide with Leadership elections, or whenever a vacancy may occur.

    SEC. 4. Votes of No Confidence

    1. Any RNC member may move for a vote of no confidence against any elected leadership officer. In order for the motion to be recognized and proceed to vote, it must be seconded by at least two other RNC members.

    2. Once a duly seconded motion is recognized, a 72 hour debate must be held in the RNC War Room to allow due deliberation and provide an opportunity for the leadership officer subject to the vote of no confidence to defend themselves.

    3. Following the debate, a vote will be opened and will remain open for 24 hours. In order for a vote of no confidence to pass, it must receive two-thirds support from all members voting, excluding any present votes from the tally.

    4. In the event a leadership officer has failed to post on either the VGS board or the VGS Discord server in an in-character capacity within 120 hours without a declared leave of absence, a RNC member may move for a vote of no confidence, which will follow the same process established in this section except that the 72 hour debate will be waived and the vote of no confidence will require only majority support in order to pass.

     

    SEC. 5. Disciplinary Procedure

    1. Any RNC member may be suspended or expelled from the RNC. Any suspended or expelled member will immediately lose access to the RNC War Room as well as any and all areas reserved only for RNC members on the VGS board or VGS Discord server for the duration of the suspension or expulsion.

    2. A RNC member may move to expel a member from the RNC for causing undue harm to the RNC. The member must provide evidence of the harm caused, and state the proposed length of the expulsion. In order for the motion to be recognized and proceed to a vote, it must be seconded by at least three other RNC members.

    3. Once a duly seconded motion is recognized, a mandatory 48 hour debate must be held in the RNC War Room. The member subject to the vote of expulsion must be informed of the evidence against them and afforded the opportunity to provide a statement in their own defense, which must be posted by a RNC member on their behalf if they have been suspended by the RNC Chairperson.

    4. Following the discussion period, a vote will be opened and will remain open for 24 hours. In order for a vote of expulsion to pass, it must receive two-thirds support from all members voting, excluding any present votes from the tally.

     

    SEC. 6. Ratification and Amendments

    1. The Charter of the Republican National Committee will be newly ratified at the beginning of each VGS round. Ratification of the charter will require a 72 hour discussion in the RNC War Room in which amendments may be proposed and voted upon for 24 hours each. In order for the charter and any amendments proposed during the ratification period to be ratified, they must receive two-thirds support from all members voting, excluding any present votes from the tally.

    2. A RNC member may propose an amendment to this charter following ratification. In order for such an amendment to be recognized and proceed to a vote, it must be seconded by another RNC member. Once a duly seconded amendment is recognized, a mandatory 72 hour debate must be held in the RNC War Room. Following the debate, a vote will be opened and will remain open for 24 hours. In order for an amendment to pass, it must receive two-thirds support from all members voting, excluding any present votes from the tally.

     

    SEC. 7. Extraordinary Procedures

    1. Whenever a rule or question cannot be determined according to the provisions of this charter, the RNC Chairperson may decide the rule or question. A rule or question decided in such a manner will be subject to appeal by any member, requiring a 24 hour discussion in the RNC War Room and subsequent 24 hour vote. In order for such a decision to be overturned, the vote to overturn must receive majority support from all members voting, excluding any present votes from the tally.

    2. The provisions of this charter notwithstanding, any RNC member may move to decide any matter under this charter by unanimous consent, which will be achieved if no RNC member objects within 24 hours of the motion for unanimous consent being recognized by the RNC Chairperson in the RNC War Room and announced to the RNC membership via the VGS Discord server.

  5. Going to get the ball rolling on this. Nominally we would simply adopt the charter from last reset before any amendments etc are made by members, does anyone have anything they’d like to add or amend? I will post the old charter momentarily.

    WASHINGTON DC - Senate Majority Leader Kessler has today renewed his calls for Democrats to pass the blue collar tax credit, he released the following statement to the press.

     

    “There exists an utter betrayal of American workers and the blatant hypocrisy displayed by our Democratic colleagues. Just last session, they championed the blue collar tax credit as a beacon of hope for hardworking citizens across this nation. They promised to support those who toil day in and day out to make ends meet.

     

    But now, when the time comes to deliver on those promises, what do we see? The Democrats have blocked this crucial legislation, leaving blue-collar workers in the cold and proving their words are worth less than the paper they're written on. This is not just a broken promise but it's a betrayal of the American people.

     

    To add insult to injury, the very same Democrats insist that we increase our foreign aid budget. While millions of Americans struggle to put food on the table, pay their bills, and secure a decent future, our colleagues across the aisle prioritize sending taxpayer dollars abroad. It's a shocking display of misplaced priorities.

     

    It's high time we call out this double-dealing for what it is: a slap in the face to every American who trusted their elected representatives to stand up for them. We must never forget that our primary duty is to our citizens, their well-being, and their prosperity.

     

    I renew my call for Democrats to see commonsense on this issue.”
