    Before concluding debate, I wanted to ensure that the question posed by my friend, the Senator from Kansas, is answered. After speaking with the bill's sponsor, I can answer that the sponsor told me:

    Quote

    Financial benefits from energy efficiency don't come all at once, they develop over time. I wanted this bill to be flexible to small business so that many would be encouraged to take up the scheme.

  2. @PCarney: The Republican talking point, parroted by many of their key figures, about Linda Chavez-Thompson was just exposed as a big lie to the American people. Ms. Chavez-Thompson was busy fighting for working men/women, not to overthrow the Venezuelan government.

  3. Ms. Chavez-Thompson,

     

    I apologize for this question in advance, but I want to clear the air here in the hearing room.

     

    Some Republican Senators have alleged that you were involved in a coup attempt against the Venezuelan government. I cannot seem to find any credible source that corroborates this claim, which seems to confirm to me that this never happened. But, as some of my Republican colleagues continue to peddle this falsehood, I must ask: were you ever involved in a coup attempt in Venezuela?

  4. Ms. Chavez-Thompson, I'd like to echo the first comments made by the Senator from Nebraska in thanking you for being here and congratulating you on your nomination.

     

    I'd like to turn to the topic of qualifications. I have long been of the opinion that qualified nominees for the President's cabinet should be respected and confirmed, regardless of one's political beliefs. That is, if a nominee to work for the President's top team is able and prepared to do the job at hand and will represent our nation well, then the Senate ought to give its consent to the nomination. All of that being said, I'm going to focus on how fit you are, Ms. Chavez-Thompson to uphold the office of Secretary of Labor.

     

    I recently pulled the following passage from the relevant portion of US Code that establishes the Department of Labor. It reads:

    Quote

    The purpose of the Department of Labor shall be to foster, promote, and develop the welfare of the wage earners of the United States, to improve their working conditions, and to advance their opportunities for profitable employment.

     

    Ms. Chavez-Thompson, given your extensive career in promoting workers' rights and organizing on their behalf, do you believe you can lead the Department of Labor to achieving its congressionally-authorized purpose? Can you provide one example of a previous position where you had to, in fact, promote the welfare of wage earners or improve their working conditions or advance opportunities for employment?

  5. Members of the Committee, 

     

    Pursuant to Senate tradition, each bill requires a Plain English Summary before it can be docketed on the Senate floor. Therefore, if there is no objection to this clerical amendment, I propose to add the following PES:

     

    Quote

     

    PES.

    Amends the Fair Labor Standards Act of 1938 (FLSA) to increase the federal minimum wage for employees to: (1) $8.20 an hour on the first day of the third month after the enactment of this Act; (2) $9.15 an hour after one year; (3) $10.10 an hour after two years; and (4) the amount determined by the Secretary of Labor (based on increases in the Consumer Price Index) after three years, and annually thereafter.

    Increases the federal minimum wage for tipped employees to $3.00 an hour for one year on the first day of the third month after the enactment of this Act. Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees.

    Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.
