The prison is now 80% secured and we are about to have the three groups we discussed depart Florence. This will cause quite the media and press circus since we will be required to close portions of Highway 50. Just warning you all now of that.

But based on his word, and the word of others we have talked with, the other two ringleaders who are still alive were definitely involved in instigating today's incident.

Kim, Director of the Federal Bureau of Investigation: Also, Senator deSonido is trying to fly to Colorado Springs, which is in the route to Englewood and will likely have a temporary air restriction at some point in the coming hours. Additionally, the Capitol Police have concerns. Should we ask him to wait until the prisoners are on site at FCI Englewood before he leaves Washington, D.C?

Colette S. Peters, Director of the Federal Bureau of Prisons: Madam President, when it comes to private prisons in the state, there are two. Both are run by CoreCivic. They are the Bent County Correctional Facility and the Crowley County Correctional Facility. Here is a map of the route to get to each of those facilities.

We would likely have to stick to traditional highways to get to the private prisons, versus some more back roads to get to Englewood. Of course, it would be unavoidable once we get to the Denver metro for FCI Englewood.

#1 Inmate: Robert "Bulldog" Thompson BELIEVED TO BE AT-LARGE

Age: 32
Offense: Aggravated Assault
Notes: Known for aggressive behavior, involvement in previous altercations.
 

#2 Inmate: Marcus "Shadow" Rodriguez BELIEVED TO BE AT-LARGE

Age: 28
Offense: Drug Trafficking
Notes: Linked to gang activity within the prison, previous disciplinary actions.
 

#3 Inmate: Samuel "Silent Fury" Harris DECEASED

Age: 35
Offense: Manslaughter
Notes: Keeps a low profile, but has been observed associating with other potentially disruptive inmates.
 

#4 Inmate: Anthony "Swiftblade" Carter BELIEVED TO BE AT-LARGE

Age: 25
Offense: Burglary
Notes: Known for quick temper, has had conflicts with fellow inmates in the past.

Colette S. Peters, Director of the Federal Bureau of Prisons: Madam President, as we have been regaining control of the facility, we have realized about 10% of the prison is severely damaged to where we likely will not be able to hold inmates for a few days while emergency repairs are done. We need your authorization to move prisoners to other facilities.

We have multiple options here, we can redistribute some of the prisoners to the higher security facility on-site, United States Penitentiary, Florence High. This could potentially cause overcrowding issues, and could potentially destabilize things at that facility. We could also consider using ADX Florence, even though that would be the securest option, there could be problems from the lawyers of the prisoners who are moved over there. Finally, we could transfer some of the prisoners to Federal Correctional Institution, Englewood. This is a lower security complex, but we would increase staffing temporarily and enforce mandatory overtime for staff so we could ensure that those prisoners stay secure. Englewood is within the Denver metropolitan area, so between that and the increased media attention on the facilities in Florence, this move would be unlikely not to go unnoticed. We also have the option of keeping the prisoners within the facility, but that could certainly destabilize things and lead to losing our progress in quelling the incident.

Colette S. Peters, Director of the Federal Bureau of Prisons: Madam President, one of them has been killed. We are still working to get to the other two. We now believe there are four instigators to the incident.

Colette S. Peters, Director of the Federal Bureau of Prisons: Moving them on site currently is not an issue, with the help of the Disturbance Control Team. This is a highly trained group of folks we are talking about here.

Colette S. Peters, Director of the Federal Bureau of Prisons: We will provide you with more details on that possible decision in just a few minutes.

Colette S. Peters, Director of the Federal Bureau of Prisons: Madam President, unfortunately, we have now learned that we have lost one of our prison guards in this incident. It appears they were overtaken by prisoners and then stabbed with a shank as they call it. Our Disturbance Control Team has arrived at the incident and their help has gotten the prison to be 50% contained. These are mostly undamaged areas of the prison, but depending on how damaged other parts are, we maybe required to move prisoners to the higher security facilities on site.

Colette S. Peters, Director of the Federal Bureau of Prisons: The Disturbance Control Team has arrived on site and after a disagreement with the guards on site, they are now working together to end this situation.

Colette S. Peters, Director of the Federal Bureau of Prisons: All non-essential civilian employees have been evacuated from the incident and are secure. The only staff who are still in the facility are guards and medical staff.

We can update you, however, that our guards within FCI Florence are having a tough time quelling this incident, therefore we have deployed one of our Disturbance Control Teams to the institution, they should be there shortly. These are our specialized teams that we use to help staff on site handle these incidents.

This is the medium security installation on site. Supermax and USP Florence High are currently not affected at this time and we are monitoring the situation in those facilities very closely.

As you might expect, we are also setting up authorities in that area as well. We have also deployed several FBI teams from the field offices in Denver and Albuquerque.
