    Hosea Garber (born May 2nd, 1956) is an American politician and lawyer serving as the Junior Senator of West Virginia, a seat he has held since 2002. A member of the Democratic party, he was previously the 33rd Attorney General of West Virginia and a member of its House of Delegates.

     

    Born and raised in Richwood, West Virginia, Garber graduated from the U.S. Naval Academy in 1977, earning a Juris Doctorate from the Virginia Military Institute in 1980. Garber served in the U.S. Marine Corps Justice Advocate Division as a U.S. Marine Corps litigator and legal adviser in the 1980s. Garber would be elected to the West Virginia House of Delegates in 1988 serving until 1992. He would become a notable voice for lobbying reform, welfare expansion, and heightening the War on Drugs.

     

    Hosea Garber ran for the office of Attorney General of West Virginia, despite former state Appeals Court Chief Justice Darrell McGraw having more party support. The young Garber narrowly defeated McGraw, twenty years his elder, earning 51 to 48. Garber had great difficulty uniting the party in time for November, leading to a surprisingly narrow 50 to 49 victory.

     

    As Attorney General, Garber continued to fight for state lobbying restrictions and tougher drug use laws. AG Garber would be notably involved in the 1998 state tobacco settlement, securing an immense two-billion-dollar sum for West Virginians. The AG office would be the first to sue Purdue Pharma in June 2001, though the settlement would complete in 2007 under Garber’s successor.

     

    Having mended ties with the state establishment since 1992, AG Garber would run largely unopposed for the Democratic nomination to replace the retiring Senator Jay Rockefeller. He would defeat Republican former State Senator Jay Wolfe by a margin of 61 to 39. As Senator, he is considered among the Blue Dog Democrats, often voting for Republican policies so as to stay true to their state’s more conservative lean. He is also noted for his bipartisanship in working with Republicans on gun rights, abortion, and energy policy, Democrats on healthcare, education, and civil rights. The Garber family resides in Richwood, West Virginia, though he also resides in the DuPont Circle neighborhood of Washington, D.C.

    Carol Moseley Braun: Doesn't play in Peoria, won't play in Washington

     

    "Will it play in Peoria?" This colloquialism was asked of Vaudeville performances from the 1880s to 1930s. The meaning behind it goes- if the town of Peoria doesn't approve of it, then it won't become a national production. While it seems like a superstition that has stood the test of time, it actually is based on much fact. Peoria, at least during the Vaudeville era of American theatre, was widely considered the standard of American tastes. A form of that rings true today, now in a world of media that many consider to becoming all about show business: politics. Peoria County is considered a swing county in many Illinois elections. In 1992, Peoria County narrowly voted for Governor Clinton. In the Senate election, however, it voted for former State Department staffer Richard Williamson over Cook County Recorder of Deeds Carol Moseley Braun. 1996 would see Peoria vote for Clinton and Gore by a far larger margin than before. Four years later Peoria County was among the closest counties in Illinois, despite the state swinging heavily for President Tyler Grayson. Illinois, of course, would be among the Midwestern states that would hand the then-Congressman his very close victory.

     

    Since President Grayson's electoral victory, the new Administration has become oddly silent, especially after the GOP's unveiling of their policy package dubbed "the Path Forward." The GOP is mounting victories in Congress, while the President is having his Cabinet stalled in the Senate because of questionable nominees. To give a rundown of the past few weeks of Department executive deliberations, we have a Treasury Secretary openly rejecting the President's manufacturing agenda, a female Health and Human Services nominee discussing...very private maternal manners on the Senate floor with the Senate Majority Leader, and a Central Intelligence Director becoming muddled in the issue of Rwandan intervention. This, however, does not take the headache cake. Secretary of Housing and Urban Development nominee Carol Moseley Braun- defeated in 1998 by now-Senator Peter Fitzgerald- is at the center of controversy as the Senate Majority Leader tore into her ethically questionable past. Why the fuss over what many in the Democratic Party consider an infinitesimal issue- the questioning of which should be considered more proper for a Secretary of State than a "lower level" Cabinet post? Simple: a flood of controversial statements- including using a double entendre to accuse a member of the press corps of being a member of the Klu Klux Klan, a junket to a country banned by the Clinton State Department, and a worrying lack of firings from a campaign manager that was accused of abuse.

     

    The entire confirmation hearing began with Senator Braun addressing the members of the Committee, describing her growing up in the third largest city in America: Chicago. Senator Schultz began by asking to elaborate the designate's relationship with Kgosie Matthews- a lobbyist for the Nigerian Government.

     

    First, here's some history on why Nigeria is important here. 1993, Nigeria had a very contentious Presidential election that was nullified. This would be the icing on the cake after reported Human Rights abuses and no meaningful transition of Nigeria from a dictatorship into a free democracy. The President Clinton imposed sanctions, including a travel ban against the country as it plunged into undemocratic darkness. In 1996, what does Senator Braun do? She decides to take her fiance and, without registering or even notifying the State Department, ventures to Nigeria. There, Braun met with dictator Sani Abacha. Braun would eventually return and took to the Senate floor and dared to defend Abacha's regime and their countless civil and human rights abuses. This does not even begin to discuss the breaking of immigration laws by Kgosie Matthews serving on her campaign staff in 1992.

     

    Back to the summary of the hearing. Senator Braun defended her actions as it was to mourn the loss the son of a dear friend of hers in Nigeria. She would find her way to dictator Abacha, discussing quote: "ome concerns that I shared with my colleagues about human rights issues in the country, which ultimately lead to a letter from Mr. Abacha to President Clinton." 

     

    Unconvinced, Senator Schultz persisted, mentioning that South African President Nelson Mandela called the Abacha regime "barbaric." Schultz went on, asking again for clarification of her relationship with Matthews. Braun replied that Matthews is now her ex-fiance. Schultz persisted, moving the conversation to calling George Will, a person who wrote an article dissecting the questionable tenure of Ms. Braun. The Illinoisan rebuked Will, telling him quote "George Will can just take his hood and go back to wherever he came from." She did apologize, stating as well that she has had a "solid" tenure as a Senator. Senator Braun would reply to Schultz, stating "As a fervor [sic] advocate of people who are traditionally discriminated against, sometimes my passion overcomes what others may call common decency, such as in the case with Mr. Will. I will however not apologize for being a fierce fighter for all people. I believe that being a staunch, vocal advocate is important and to do anything less is a disservice to our citizens." Schultz responded by claiming that nominee Braun's apology was one of necessity, pressing the issue regarding Senator Braun's other statement regarding Will's intention to use a racial slur in his article against her. Braun stated that George Will used "corrupt" as a double entendre- when Will did not even use that word in his entire article. 

     

    The hearing moved on, with Senator Braun backing into a corner with Senator Schultz pressing the issue. The Oregon Senator brought up the 1992 Illinois Senate campaign, when Senator Braun was accused of ignoring blatant sexual harassment claims in her campaign. The Senate Minority Leader overtook Schultz, attempting to steer the direction of the debate into the Department of Housing and Urban Development's stated mission. Senator Storm pushed back against Schultz, stating that her questions of whether or not Braun's Nigerian foray was ethical or otherwise, as it would only matter if Braun was a nominee for Secretary of State. Schultz and Storm would proceed into a dialogue regarding Braun's historical accomplishments versus questionable tenure ethics. The nominee responded to Schultz, stating that Braun indeed looked into the matter with a private investigation and a hired investigator, but nothing came of any of it. Senator Schultz, meanwhile, ridiculed Braun's use of the word "unbridled," describing the word to Senator Braun's questionable tenure and temper throughout the confirmation process.

     

    Miriam Schultz would continue to a more HUD-based question that included an unsavory memory of Carol Moseley Braun's voting record. A drug known as Zantac, produced by a pharmaceutical company named Glaxo, accidentally was confirmed a patent that gave Glaxo full rights of the product. Braun's vote in the Senate Finance Committee went towards not fixing the mistake that gave Glaxo a near-monopoly on the product. Had Senator Braun voted to fix the patent and send the bill to the Senate floor, thousands, if not, millions of low-income homes were charged rates that eliminated the prospect of saving money. Senator Schultz would question this vote, yet former Senator Braun stalled. While the conversation would continue into public housing projects, Secretary-designate Braun would motion for her preference to respond to the question, stating that the weakened patents were necessary as the U.S. Patent Office and FDA takes in consideration such negative downsides. The conversation would end on a relatively high note, with a discussion of nominee Braun's views on housing issues. 

     

    President Pro Tempore Smith would motion to wrap up debate, though it would appear that there would be one last dramatic push in the hearing process. Senator May Baudin-Whittaker would, for a few hours, filibuster the nomination of Senator Braun, knocking out potential momentum that possibly would have been seen with the wrapping up of the nomination. Baudin-Whittaker cited the slander, deceit, and corruption, as well as abuse of power that Carol Moseley Braun displayed in her tenure. While Baudin-Whittaker ended her quixotic filibuster, it made points to seriously consider. President Grayson campaigned on a government of ethics. It appears, however, Tyler Grayson's nominee for HUD, a Department so important to the lives of the working class, is being used as a rest stop for the fraudulent tenure of Carol Moseley Braun.

     

    Is this what we reward individuals that abuse their office, yet turn a blind eye when they see abuse on the road to get to elected office? Is this Chicago politics on the Senate floor, or corruption for the world to see? Immorality, exploitation, accusation, and apathy- these are the words that can only describe the tenure of Senator Carol Moseley Braun. It is correct that she is among the most investigated Senators in the history of the Senate, though for good reason. Whether determining the moral bankruptcy of a Cabinet nominee is neither here nor there for a political organization like the Republican National Committee. Yet, with what has been stated on the Senate floor, with accomplishments as hollow as the morality of her tenure, someone must speak up. This past week, it was Senator Miriam Schultz of Oregon. Tomorrow, one can only hope it will be someone else. As for the Chair of the Republican National Committee, we will see those who stand up for someone who dared to call a good American a racist because they can't handle criticism as a mature adult. We will see those who look at the evidence put forth, and stand with those who cannot stand the thought of a depraved civil figure live on the tab of the American people. When the final vote comes on Carol Moseley Braun, all will see those that stand with corruption and those who stand to uproot it. When we see those who stand for corruption, we are taking names.

    The Path Forward, put forward just shy of a month ago by the Republican Party, has seen its first success since its inception on the steps of the Lincoln Memorial. The Concealed Carry Reciprocity Act passed in the previous Congress with an overwhelming majority of Democrats, including now-incumbent House Speaker Sutherland. What is truly unique, however, was a little-known Congressional procedure in the U.S. Senate with the 107th Congress. Cloture, a motion that passes a bill to go on to the final vote, not only passed the bare minimum of 60 Senate votes, Cloture earned a total of 83 votes in favor, versus a measly 13 votes in order to obstruct the act that has national support. 

     

    The rights of self-defense delineated in the Second Amendment isn't just a political issue, but one that defines what it means to be an American. Unless they commit the largest flip-flop of the existence of their party, it appears that the Democratic has recognized this axiom of Americana. President Grayson's calls for a new era of Bipartisanship appears to be headed to by the Senate Democrats, though it's quite clear that they still have ground to make up. The fate of not only our Constitutional rights, but the political career of Senate leader Storm is now in the hands of the Democratic Party- whether they will take the lead of their President in support of bipartisanship and Speaker Sutherland's past support of the Concealed Carry Reciprocity last Congress. The metaphorical ball is very much in the court of the Democratic party. Time will tell whether the Path Forward will be the path that Washington will take.

    As Inauguration Day has drawn near, the Conservative movement stands vigilant in the defense of the everyday American. This past week, it was proven with Republican leadership stood with fellow Representatives in full view of the Lincoln Memorial, announcing The Path Forward. Together, the Republican Party announced a legislative agenda to prove that they can lead, regardless of political circumstances. Despite accusations of blatant partisanship, the Conservative movement stands with the American people in the agenda that benefits them, not Washington bureaucrats. What was even more was the amount of Republicans who attended the unveiling of The Path Forward. The full Contract including the signatories are below.

     

     

    The Path Forward

    - A 21st Century Blueprint for Prosperity -

     

    In response to recent outcry regarding the future of our country, America demands bold leadership in our new millennium. Together, with the American people and those that wish to join our fight for America, we propose a different approach to our deepest problems.

     

    We, the undersigned, on January 19th of the year 2001, affirm our belief in these goals and pledge our unyielding effort to promote and pass the aforementioned legislation. Together we hold the following truths to be self-evident and vow to place them at the forefront of all policy-making and promise to oppose all efforts to undermine them.

     

    • The Free Market is the Cornerstone of America and her prosperity.
    • The Federal Government serves the American voter, not the other way around.
    • Our national identity must be saved and preserved.
    • The United States of America is divinely ordained. We must defend freedom with a clear mission and endgame.
    • Any improper funds collected by the Federal Government must be given back to the American people.
    • The Rule of Law is the law of the land. It is integral to any society, and must be upheld regardless of circumstance.

     

    Within the first 100 days of the 107th Congress, we pledge put the following bills on the floor of the House and Senate for honest and open debate and to do everything in our power to send them to the President’s desk.

     

    The Congressional Legislative and Electoral Accountability and Responsibility Act

    An act that isn't just campaign finance reform, it fundamentally reforms campaigning. It increases accountability and transparency in all Federal elections.

     

    The Veterans Claims Process Improvement Act

    An act to direct the VA to implement a plan to improve the process for Veteran claims

     

    The State Empowerment and Transportation Infrastructure Development Act

    An act to invest at least 220 billion dollars in infrastructure investment, cuts Federal deficit by 600,000 million dollars, and seriously invests in AmTrak

     

    The Academic Achievement for All Act

    An act that allows flexibility in combining and using Federal elementary and secondary education formula funds for state education interests. In exchange, a five-year period of performance goals will determine proper funding

     

    The Partial Birth Abortion Ban Act

    An act that permanently bans the practice known as Partial Birth Abortion.

    An act that allows all states to respect Concealed Carry and other 2nd Amendment laws, regardless of gun control laws.

    An act that amends the IRS Code of 1986 to a business tax income for a tax flow basis, to decrease tax burden on businesses, simplifies business and corporate taxes, discourages deficit financing, and incentivizes investment.

    An act that provides free market enterprise zones to facilitate jobs, entrepreneurial and educational opportunities, and community involvement and investment in areas that are in economic crisis. 

     

    The Balanced Budget Amendment

    An act that establishes an Amendment that all Federal investments and budgets must be balanced, with the exception of wartime and national emergencies.
     

    The Iraqi Freedom Act

    An act that provides a pathway for a free Iraq, including designating a specific focus of American support, establishment of a War Crimes tribunal against the Hussein regime, fiscal and military assistance for the Iraqi people, and a ban on all Iraqi oil imports.

    I’d like to welcome all of you to this truly unique event in the history of America. I must say it isn't lost on me how I have the same last name as the Great American behind me.

    Today, I would like to thank all of you for coming out and lending your support to a bold vision of America. Today, we envision an America where all of us dare to stand up for their ideals and vision. Today, it is no understatement that thanks to the Memorial that we stand on, the great American who one hundred forty years ago dared to unite America, despite their deeply partisan bent. States were split, towns rifted, families divided in two. Yet a young lawyer born in Kentucky and raised in Illinois saw past that division. Like him, we look past the polarized climate as of late. Our country can be mended as it was oh so many decades ago. 

     

    Abraham Lincoln knew what it meant to unite America. He knew what it meant to stand, to sacrifice, to risk his own life for what he knew was right. As he grew up, he crafted a plan. When America was in dire straits, our leaders made a plan to bring us together. Theodore Roosevelt, Franklin Roosevelt, Dwight D. Eisenhower, John F. Kennedy, Ronald Reagan, all these great men crafted plans to unite America for a greater cause. Now, with a lack of true leadership in Washington, with an abdication of responsibility and rampancy of corruption, we again need a plan. The Conservative movement has listened to the American people. Thanks to you, we have a plan. We have a Path Forward.

     

    In making this document, we knew of many detractors that will attempt to derail the wishes of the American people. Yet the great American spirit cannot be crushed. We dedicate ourselves for America and her prosperity, so that all may feel the benefits of capitalism. We dedicate ourselves to the Middle Class, to the Working Class, to the downtrodden and oppressed. We dedicate ourselves for those taken aback by our moral decline, our deep educational inadequacies, those forgotten will be forgotten no more. There is only one special interest group that the Conservative movement will heed to- the American People.

     

    If you are a young family of two from a middle class home who cannot bear to break through the American adoption system, this is for you! If you are a high schooler who wants to capture the American Dream, and yet from a family that cannot bear the cost of college, this plan is for you! If you are from the hills of the American Heartland, and cannot bear the thought of the American society being in decline, this plan is for you! In Europe, or in Asia, or in Africa, or in the Americas, and feel that you have no end in sight of your people's oppression, this plan is for you!

     

    When the Beltway media slanders us, we will defend the People. When detractors attack us on the floor of Congress we will defend the People. When Party politicians grandstand, we will defend the People. America, we will defend you, we will stand by you. As Americans, we stand at an America that does not yet know what power it has. Now, more than ever, we need a guiding hand. Now more than ever do we propose a plan to guide us into our future ahead of us.

     

    It is in division that we fall, and in unity that we stand. With this plan, we are united. And without it, we will surely fall. We together are united to a commitment to protect and defend the United States. With this plan that we can truly have a rebuilt America, a reformed America, a restored America.

    In response to recent outcry regarding the future of our country, America demands bold leadership in our new millennium. Together, with the American people and those that wish to join our fight for America, we propose a different approach to our deepest problems.

     

    We, the undersigned, on January 19th of the year 2001, affirm our belief in these goals and pledge our unyielding effort to promote and pass the aforementioned legislation. Together we hold the following truths to be self-evident and vow to place them at the forefront of all policy-making and promise to oppose all efforts to undermine them.

    Within the first 100 days of the 107th Congress, we pledge put the following bills on the floor of the House and Senate for honest and open debate and to do everything in our power to send them to the President’s desk.

     

    The Congressional Legislative and Electoral Accountability and Responsibility Act

    An act that isn't just campaign finance reform, it fundamentally reforms campaigning. It increases accountability and transparency in all Federal elections.

     

    The Veterans Claims Process Improvement Act

    An act to direct the VA to implement a plan to improve the process for Veteran claims

     

    The State Empowerment and Transportation Infrastructure Development Act

    An act to invest at least 220 billion dollars in infrastructure investment, cuts Federal deficit by 600,000 million dollars, and seriously invests in AmTrak

     

    The Academic Achievement for All Act

    An act that allows flexibility in combining and using Federal elementary and secondary education formula funds for state education interests. In exchange, a five-year period of performance goals will determine proper funding

     

    The Partial Birth Abortion Ban Act

    An act that permanently bans the practice known as Partial Birth Abortion.

     

    The Concealed Carry Reciprocity Act

    An act that allows all states to respect Concealed Carry and other 2nd Amendment laws, regardless of gun control laws.
     

    The REDUCE Government Act

    An act that establishes a program to eliminate wasteful or useless spending.

     

    The American Business Competitiveness Act

    An act that amends the IRS Code of 1986 to a business tax income for a tax flow basis, to decrease tax burden on businesses, simplifies business and corporate taxes, discourages deficit financing, and incentivizes investment. 

     

    The Economic Freedom Zones Act

    An act that provides free market enterprise zones to facilitate jobs, entrepreneurial and educational opportunities, and community involvement and investment in areas that are in economic crisis. 

     

    The Balanced Budget Amendment

    An act that establishes an Amendment that all Federal investments and budgets must be balanced, with the exception of wartime and national emergencies.
     

    The Iraqi Freedom Act

    An act that provides a pathway for a free Iraq, including designating a specific focus of American support, establishment of a War Crimes tribunal against the Hussein regime, fiscal and military assistance for the Iraqi people, and a ban on all Iraqi oil imports.

    Thank you, Chairwoman Lincoln. Ladies and gentlemen, it is my honor to stand here before you today, as we pave the way for the Path Forward! 

     

    You’ll have to forgive me for my sentimentality, but only a year ago at these events, Id always start out my speech by telling people who I am. Now that I no longer find myself in that situation I can’t tell if I miss introducing myself or not! 

     

    On a serious note, it is my honor to join the leadership of the Republican Party and continue to work for the American people all across the nation, regardless of race, class, sex, or religion. Republicans lead the way on issues that matter for all Americans, which is why I have introduced the Congressional Legislative and Electoral Accountability and Responsibility Act to the Hopper of the United States House of Representatives. 

     

    The CLEAR Act is more than campaign finance reform, its comprehensive legislative and electoral reform. By making governmental negotiations public, the people can be sure that their representatives in Congress are working for them. By ensuring that election communications are made public after campaigns have ended, American citizens will be able to hold their Congressman or woman accountable for appropriate behavior and conduct. It’s all about making sure that the American people know what is going on. As we enter the new millennium, we need to break down old barriers and create new transparency and new accountability in government.  

     

    So, while we continue to work towards making ourselves more and more accountable to the people, it is also time to reform our campaign finance system. The Democratic National Committee overspent by almost fifty million dollars in the last election, and regardless of the cause, be it poor accounting or other intentions, it is completely unacceptable that such a grievous mistake be made. Our legislation would require members of Congress, political parties, and candidates for higher office to disclose their income and expenses to the public. The people deserve to know how much their representative is receiving and spending and they deserve to be able to hold their candidates to a strict standard. After all, we cant spend responsibly if we allow groups to budget irresponsibly. 

     

    This reform will change not only the way our government acts, but how our elections unfold. I told you all two years ago that I came here to Washington to clean up, restore morality and bring the government back to its essence, the people. This is the first step. This is the first step to progress. The first step on the path forward! Thank you all, and God bless you.

    It is a pleasure to be here today helping introduce the The Path Forward to the American people. This is a series of bold proposals that will help the everyday American - the men and women who work hard to provide a living for their family and strive for a better future for their children and grandchildren. Today, the Republican Party pledges itself to this mission: to promote a vision of prosperity and success, looking forwards to an American Millennium.

     

    Some may say that this vision rests upon economic innovation - and that certainly is a big part of it. But of at least equal importance is the social fabric of our great nation. In addition to massive investments in the economy in the form of tax cuts and infrastructure reform, this agenda is about fostering the American spirit - a spirit that recognizes a greater purpose, looks to the future, and respects those who have sacrificed for the sake of our country.

     

    Today, it is my privilege to speak about the Republican Party’s renewal efforts in the realms of education and veterans’ affairs These seemingly distinct topics really fit under the umbrella of the American spirit. Our children literally are the future of our nation, and our veterans are our nation’s heroes. Both deserve to be empowered to achieve their fullest potentials.

     

    Let’s start with the millions of school-children across America. From the other side of the aisle, we are hearing calls for a national graduation exam, a core tenet of proposals for a national curriculum. These policies undermine our system of federalism; that is why the Republican alternative is to give power back to the states to establish challenging, local standards instead of heavy top-down federal diktats.

     

    That is exactly what the Straight A’s Act would accomplish, and that is why I am proud to introduce it today as a part of the The Path Forward. When it comes to education, one size certainly does not fit all! Since we want all students to excel and fulfill their highest potential, we must allow local schools to make the right decisions for their communities while holding them accountable. Freedom and accountability - they are at the heart of the Straight A’s Act.

     

    Another cherished group of Americans are my fellow former comrades-in-arms, the tens-of-millions of veterans across this great nation. They truly embody the American spirit in its fullest, and that is why we are introducing legislation to benefit their unique needs.

     

    Last Congress, I was proud to lead the way on military and veterans’ issues with the Comprehensive Armed Services Voting Rights Act, and that dedication which lies in the hearts of all of us here in the Republican Party will continue to shine forth in the coming Congress, as part of The Path Forward. After all, how can we continue to write off tens-of-millions of the bravest men and women America has to offer?

     

    My friends, apathy is the enemy of success. That is why today we issue Americans of all stripes - from Republicans to Independents to Democrats - a clarion call for action. Will you remain apathetic to the causes that matter most to so many of your fellow citizens, or will you urge your Congressman to pass these bipartisan proposals? Will you sit idly by, or will you help us harness the American spirit along The Path Forward?

     

    My deep abiding faith in the American people to do what is right in this century - in this millennium - just as they did in the last is echoed under the spacious skies above us. From sea to shining sea, from the amber waves of grain to the purple mountain majesties - this is the spirit of America following The Path Forward.     Thank you all so much for the welcome, and good evening. I'd like you all to talk a moment here and look to your left. Now, look to your right. Now go ahead, and look behind you. And lastly, go ahead and take a look past me, past this great Memorial. Do you know what you see in every direction? Roads. And y'know what's also behind me, a canal. And over that, of course, are bridges in both directions. And behind that canal? There's an airport. And of course, connected to that airport is one of the best mass transit systems in the United States. Ladies and gentlemen, we are literally surrounded by infrastructure -- and yet, for all intents and purposes, it is forgotten here in our capital.

     

    The White House and Congress have for years neglected infrastructure, the lifeblood of our economy, and you can see that nowhere clearer than when it comes to our highway system. We're still using an antiquated 1950s funding system that was designed to help states build new highways -- even though, after sixty years of building highways, most experts agree our system is more than extensive enough. Meanwhile, we're forcing states to spend more and more on maintaining those highways, and many states aren't up to the task -- and the result has been a slow breakdown in our infrastructure. We in Michigan like to joke about how its often hard to find the road through all the potholes -- and I know we're not alone. The American Society of Civil Engineers gave our road situation a D- in 1998, finding that 59% of our roads are in poor, mediocre, or fair condition.

     

    Our failure to invest in infrastructure extends far beyond our highways -- which is why the ASCE gave our infrastructure at large a D-. In nearly every sector, we've failed miserably -- not just at maintaining our infrastructure, but also at maintaining good governance. Congress has had half a century to get this right -- but it's failed, again and again, because at the end of the day, one-size-fits-all Washington plans always failed to serve the diverse communities that makeup our republic. Our founding fathers understood that -- that's why they left issues like infrastructure to the states. And we need to return to our founding fathers' formula -- where instead fo Washington bureaucrats, local leaders make decisions about where to invest tax dollars.

     

    Yet we also need to ensure that enough money is invested in our infrastructure to support our economy. Roads, bridges, and airports create jobs -- not just during construction, but also afterwards, when they act as the arteries of our economy. We need to make sure we're spending enough on infrastructure -- we need to bring the sizable resources of the federal government to tackle this important project. But while we need federal tax dollars at work, we don't need federal bureaucrats. And that's where the State Empowerment and Transportation Infrastructure Act -- or SETIDA -- comes into play.

     

    SETIDA will make federal funds available to local leaders for use in infrastructure projects. Instead of broad formulas deciding where money goes, we'll have locally elected officials on the ground making those decisions. And they'll be free to make whatever decisions they see fit -- no longer will we say "you have to spend X on new highways," or "you have to spend Y on airports." We'll just be giving local leaders the resources they need, then telling them "go help your constituents." Local government is the most efficient government -- and this bill will empower local government to use its efficiency to create jobs by creating infrastructure.

     

    And that's why the Republican Party is proud to offer SETIDA as part of its Contract for a stronger tomorrow in The Path Forward. Because, the best way to invest in our future is to invest in our infrastructure -- and the best way to do that is by leveraging some of this nation's most valuable and yet undervalued public servants -- local leaders.     These values include protecting the rights of the unborn and protecting our Constitutional rights. That is why the Partial Birth Abortion Ban Act is so crucial for us to pass. It ensures that the rights of the unborn, the rights of the voiceless are protected and not discarded. This value is part of this contract because we feel it is commonsense, bipartisan and something that we can pass to help push our nation forward.

     

    Throughout this contract you will see our conservative values shine through. While we move forward ready to work in lockstep with the Democrats and even fellow Republicans, it is crucial that we never waver, never crumble and never trade in our core conservative values. The vision forward is clear and I could not be more excited to embrace, protect and help pass the initiatives we are outlining here today.

    “Thank you. It is my honor to speak to you all regarding the future of our nation abroad and the ideal of American leadership on the international stage. If the 20th Century taught the world anything, it is that when men and women of good character stand together, freedom spreads. We stood in unison and solidarity with our allies in Europe to tear down the Berlin Wall and lift the dark veil of the Iron Curtain. And thanks to the efforts, communism fell and freedom reigned across eastern Europe. But if there is a warning to be heeded from the trials we have faced, it is that mankind cannot stand idly by while a force of evil spreads unchecked and without consequence. Look no further than Munich in 1936 when a brutal dictator was appeased with concessions rather than confronted with courage. If the world seeks to avoid repeating the mistakes of the last century and achieve the boundless potential this new era brings, American leadership is imperative and a necessity. 

     

    Both parties in Washington D.C. believe in the basic principles of life, liberty, and the pursuit of happiness. We all wish to see the spread of democracy and oppose those who would oppress their neighbors. But words and belief must be backed by action. And we as Republicans are ready to take action to ensure the principles we old dear are preserved.

     

     That begins with holding Saddam Hussein and his regime accountable and responsible. Saddam and his henchmen have been responsible for the death of millions, whether it be deploying chemical weapons on the Kurds or brutally murdering political opponents. Intimidating neighbor states, plotting assassinations of retired heads of state, and repeatedly violating UN Security Council resolutions are just a few of the many breaches of the international trust committed by the present regime in Iraq. That is why it is imperative the United States lead the world in standing up to Saddam Hussein by cutting him off completely economically. That is why we must begin providing resources to opposition on the ground to undercut him and establish democracy in the region. The same goes for Kim Jong Il in North Korea. The 21st Century will be an era when the world stands up to dictators before they have the chance to rise. And the United States will be the conductor of peace in the world as we lay the groundwork for a new age.

     

    Ronald Reagan put it best when he spoke years ago about the challenge we as Americans face. 'Freedom is never more than one generation away from extinction. We didn't pass it to our children in the bloodstream. It must be fought for, protected, and handed on for them to do the same.'


    My friends, we as Americans have never cowered in the face of tyranny. Just as those before us have paid the price for our freedom, so will we as a nation and as the Republican Party defend the ideals of freedom and democracy. Thank you and God Bless.”

    Good evening ladies and gentlemen! Truly it is an honor to stand here in such a historic and symbolic site of our nation as the Republican Party charts forward a new course for our nation! Tonight, you have heard from the best and the brightest of our great party as we unveil The Path Forward! 

     

    We stand here tonight at the dawn of a new age for America. The 21st Century is upon us and it demands bold leadership now more than ever before! What we have proposed to the American People is a foundation on which the Republican Party will stand upon in our fight to make this country better for all! The Path Forward is a principled platform in which the Republican Party seeks to blend principled conservative values and that of the ideas of the future! 

     

    I am honored to stand among my colleagues as we present The Path Forward. We as a party have come together, from all different backgrounds and ideology, behind a set of principles and legislation that will lead this party and the country into the future. We highlighted key issues facing Americans like education, infrastructure, and campaign finance reform because we as a party recognize the need to open a dialogue in this country on the issues that are most pressing to our society. The Path Forward identifies the Republican Party as the party that is truly dedicated towards both bringing these issues to the national focus and actually seeking to do something about them!

January 20th of the year 1981 forever changed Washington. We faced four years of stagnation and incapable leadership. We faced growing division and antagonism both abroad and from within. Faith in government had been rocked the core in the decade prior and that faith remained shaken until that faithful day in 1981. 

     

    January 20th of 1981 was the day Ronald Wilson Reagan was inaugurated as our 40th President of the United States and his impact on this nation is felt to this day! Ronald Reagan would go on to end the era of stagnation and counter with strength and determination! Ronald Reagan would go on to carry the mantle of leader of the free world with pride and with distinction as we watched the evil empire crumble before our very eyes!

     

    It was on that faithful day in January however that Ronald Reagan spoke to the people of this country from the Capitol and he said something striking that is truly reminiscent of the events here tonight. President Reagan declared to the people of this great nation this: "We must act today in order to preserve tomorrow. And let there be no misunderstanding: We are going to begin to act, beginning today."

     

    Ladies and gentlemen, let there be no misunderstanding: The Republican Party is ready to act and it begins today! The Path Forward is the credo by which this party will hold itself to and it is The Path Forward that will set this nation on a path to success and prosperity for Americans everywhere! The Republican Party is ready to pull itself up by the bootstraps and fight for the American People! The Path Forward provides a tangible platform by which we as a party can govern.

     

    We recognize that there will be naysayers by the Republican Party will not waiver in our pursuit to act now in the preservation of a future that is bright for all! We will not cower in the face of those that seek to deny the people of this nation the benefits of The Path Forward! We will not allow for this Congress to descend into the cesspool of inaction and ineptitude the people of this nation have sadly come to expect! The Republican Party will govern, with our foundation rooted in The Path Forward, in a way that leads to progress and innovation!

     

    The Republican Party's vision of this country is the vision of the future! It is a vision in which government lives within its means and a Congress that doesn't pass the buck on our issues to the next generation!     Miriam Schultz is now the first female Majority Leader in the Senate. As well, she is the highest ranking person of Jewish descent in the Senate. Having commanded the largest Republican Senate majority since the 1920s, the Oregonian started as a receptionist for a medical company. From there, she climbed the corporate ladder all the way to the top. From there, she would be elected as the President of the Oregon Chamber of Commerce. In that position, she made strong connections with the Oregon business community, which she still has strong ties to. Thirty-three years from graduating the University of Oregon, Miriam Schultz has reached nearly to the top of the Senate, from passing landmark energy reform to standing for the middle class and farmers.

    Waitress, teacher, Missouri National Guard vet, public servant, Liz Prescott has seen a lot on her unique journey to the top of Missouri politics. An alumni of the so-called Class of '94, Prescott has jumped the ranks thanks to her appointment as the Senate Majority Whip, a lucrative position that can hardly be understated as important. Even more so, the unique position of two females leading the U.S. Senate seems the logical conclusion after the 1992's Year of the Woman. A Social Conservative through-and-through, Prescott is expected to be a deeply Conservative voice for Missouri.

    Jim Smith- his name oozes with Americana. A Baby Boomer from Wichita, Smith started his career as an accountant. From there, Jim Smith ran for the State House, then the State Senate. In 1998, Jim Smith rode a wave of popularity thanks to following just the right path to get elected in Kansas. Since joining the Senate, Smith's stock has risen thanks to connections to then-Speaker John White. A candidate for President, Smith decided against it, preferring to take up positions that few others are willing to do. The interim GOP Chair after the abrupt retirement of Annabeth Perez, he has been widely considered as the top candidate to be the man in charge of the daily-duties of the U.S. Senate.

    House Minority Leader Benoit Byron Baudin

    Representative of New York's 3rd District

     

    B. Byron Baudin has landed much success in his first term in Congress. His truly unique journey started as a lawyer, from the United Kingdom's Crown Prosecution to an influential New York law firm. Baudin took up the family business upon his father's illness. From there, he landed success after success from the '70s to the '90s. Despite being content with his position, he was persuaded to run for Congress after a personal friend retired in the New York 3rd District. Using his personal wealth, he managed to succeed by a large margin, winning the primary and general election with ease. His ambition for politics grew as he walked the marble halls of Congress. Running for President on a very socially Conservative platform, Baudin garnered the respect of figures such as Pat Robertson. However, Baudin would eventually lose the primary, though was selected as the Vice Presidential nominee for Fong. Despite national defeat, Baudin would be elected as the House Minority Leader, solidifying his trust with the Republican Party.

    House Minority Whip Jerome Hooper

    Representative of Colorado's 3rd District

     

    Despite entering only his second term as United States Representative, Jerome Hooper has made a name for himself as a leading voice for Colorado. A dedicated small government conservative, Hooper is a rising star in Colorado politics. An Army veteran-turned-mining businessman, Hooper has garnered sympathy for the Senate race just last year. Regardless, Mr. Hooper, like Chairwoman Lincoln and Senate Majority Leader Schultz, he commands a lengthy background from his current status as a first-term representative. Notably, he ushered through the passage of the Comprehensive Armed Services Voting Rights Act last Congress and continues to be the nation's leading advocate for a Line-Item Veto Amendment. He brings a depth of connections to the Minority Whip post.

    Bethany Tyler Lincoln elected GOP Party Chair

     

    Once again, the Republican Party made history with the first Jamaican-American and second African-American Chair of a major party. Considered a rising star in the Republican Party, the re-elected Congresswoman from Florida's 8th District was has been elected the Chairwoman of the Republican National Committee. Already having connections with former Nominee Fong, Minority Leader Baudin, and Minority Whip Hooper, Chairwoman Lincoln promised a new direction for the Republican Party. In her acceptance speech, she acclaimed the Republican National Committee's truly unique placement of trust in a first-term Congresswoman to lead the Conservative movement on the national stage. Chairwoman Lincoln cited her intention for a Republican Party that governed, a party of options rather than opposition.

    Castillo: "Me for president? Nah I am just representing New York like a New Yorker. Loud and clear and bring attention to what we see is wrong in society." [smiles] "Question you being from Florida, where is your district again? Aren't you in Miami?"

     

    [Lincoln looks lightly annoyed]

     

    Lincoln: "I'm about a representative of Miami as you're the Chairman of the Sheridan Expressway! [She chuckles.] For real though, I'm from Orlando, a good six hours' drive away from Miami."

    Lincoln: "Jon, I've seen you at the gym quite a lot, so I see what you're getting at. All I have to say is that I don't have Oval aspirations as you do. Though you're right about staying fit."

    Lincoln: "Food Stamps reform? By a Democrat? It's been a while since I got back from the Sunshine State, it seems. What's the premise?"

    Lincoln: "Jonathan! It's been a while. How's it going? Here, have a seat."

     

    [Beth scoots further into the booth, and pats the seat next to her.]

     

    "It's been a while since I last saw you. Yeah, the flight was somewhat delayed cause. Then again, such is Florida. Heh.. So whatcha up to? Last I remembered you're leading by 20 in your district. Shouldn't ya be campaigning?"

  18. Lincoln: "Honestly, I wouldn't be able to tell. I'd say that Charles Fong has an edge, though we've been personal friends for a while, so I'm clearly biased. The House of Representatives...well it's 218 for the GOP and 217 for the Democrats, so it's an even 50/50. The Senate, on the other hand, that's probably gonna go 55-45, in my opinion. The one thing I can definitely say is that without Elizabeth Prescott in the House, it's gonna be a much less vibrant House. Though, probably for the better in the drab, chaotic Senate. I'm good friends with Laura Corbyn and Rebecca Morris, but they caused quite a ruckus... The Senate deserves better than what's happened in the 106th Congress."
