In the Library of Congress, we're linked to what I assume is the most recent U.S. Code. I'm wondering whether it'd make more sense to use the U.S. Code as it stood in 1997.
One reason I bring this up is because given a bill on excise taxes, for example, the proposed rate might be greater than it was in, say, 1996, but it would be less than the rate in the most updated version of the U.S. Code, giving the appearance that it is a decrease when in fact it is an increase.
