     You waited well over 24 hours without recognizing the Minority Leaders amendment. It is clear and obvious that either you were waiting on the Majority Leader to make the Cloture motion, or you simple refused to bring the minority leaders amendment to a vote because the majority leader told you not too. Madame President it is your obligation to recognize motions as they occur not to cherry pick based off of who tells you which motions to recognize, I do hope you’ll reconsider your ruling and recognize an amendment made a full day before the Majority Leaders motion.

And yet the Democrats as they are apt to do put forth a bill so rushed and half-cocked members of their own party are trying to replace it with a better written bill. This act allows for the people of Puerto Rico to choose their fate, whether it be statehood, independence, or remaining as a territory. This is the fairest and easiest way to ensure that the Puerto Rican people truly have the freedom to choose their fate as opposed to being forced into a solution they didn't make or want."

    I rise today in disappointment with this bill. The people of Puerto Rico for centuries have been denied the basic right to determine their own destiny as a people, a right that for the first time has bipartisan support and several different bills. And yet the Majority party as they are apt to do put forth a bill so rushed and half-cocked members of their own party are trying to replace it with a better written bill. Shame on the majority Madame President, the issue of allowing the Puerto Rican people the right to determine there future is too important for sloppy, rushed, half measures. Madame President, if the majority were serious about this issue they should pull this bill and open a dialogue with us, as well as the leadership of Puerto Rico to ensure we do this the right way.
