Madame Chair,

I object to unanimous consent. While I believe the intents of this legislation are honorable, I also believe they are incredibly short sighted and misguided. While a large aspect of our military's position as the greatest in the world is our culture of innovation, our relationship with allied militaries in recognizing and being able to utilize their own innovations as well as reaching equitable and balanced agreements agreements with various nations on the diplomatic front sometimes simply necessitates a less black-and-white view when it comes to American manufacturing on the military front. As such, I cannot support this legislation as it is written.

I yield.
