Pay Back the Heroes Act

                 Mr. KAHUHU of IDAHO, for himself, Mr. STORM of NEW YORK, and Mr. WEST of CALIFORNIA, introduced:

                  A BILL

To reimburse veterans who underwent treatments for service related injuries to the brain, creating a Disabled Veteran reimbursement program, and for other purposes.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,


Section. 1.  Short Title.

 A)This bill may be cited as “Pay Back the Heroes Act”


             Sec. 2. Findings.

A) Congress finds that many veterans suffer from conditions like PTSD, depression, anxiety, brain trauma, severe concussions, paralysis, etc. and many can’t afford co-payments or any other extra treatment options.

B) Congress recognizes the veterans that have suffered from brain injuries and conditions, and looks to reimburse them.                            


Sec. 3. Treatment Reimbursement.

A) Directs the Department of Veterans Affairs to reimburse veterans who underwent treatments for service related injuries to the brain including conditions like PTSD, anxiety, stress, depression and/or injuries like trauma, concussion, paralysis, etc.

B) Veterans who underwent treatment shall receive a reimbursement that shall not exceed $10,000.

C)The Department of Veterans Affairs may not spend more than one (1) million dollars of the VA budget on creating a reimbursement program.


Sec. 4. Time Limit.

A) This bill shall take effect on December thirty-first Two thousand and seventeen (December 31, 2017)
