A BILL

 

To enact a budget for Fiscal Years 2018 and 2019 and for other purposes.

 

Section 1: Short Title

 

This bill may be referred to as the "Bipartisan Budget Proposal FY2018/FY2019"

1. The Terrorism Risk Insurance Program Reauthorization Act is enacted into law.

 

2. The Trade Preferences Extension Act, bar Section VIII, is enacted into law, with Trade Adjustment Assistance increased by 15% and the Secretary of State authorized to pilot an "Everything but Arms" scheme over the duration of the extension.

 

3. The United States Commission on International Religious Freedom Reauthorization Act is enacted into law.

 

4. The EPA authority to provide technical assistance to small public water systems is permanently reauthorized.

 

5. The authority of the United States Postal Service to issue a semipostal to raise funds for breast cancer research is permanently reauthorized.

 

6. The C.W. Bill Young Cell Transplantation Program and the National Cord Blood Inventory program are permanently reauthorized. 

 

7. The Federal Perkins Loan Program is permanently reauthorized.

 

8. The James Zadroga 9/11 Health and Compensation Reauthorization Act is hereby enacted.

 

9. The Older Americans Act is hereby permanently reauthorized. 

 

10. The Bulletproof Vest Partnership Grant Program Reauthorization Act is hereby enacted. 

 

11. The National Estuary Program reauthorization is enacted.

 

12. National Sea Grant Colleges, and associated research authorities, are permanently reauthorized.

 

13. The Library of Congress sound recording and film preservation programs are permanently reauthorized.

 

14. The Gullah/Geechee Cultural Heritage Corridor Commission is permanently reauthorized.

 

15. The authority of the Secretary of Commerce to conduct the quarterly financial report program is permanently reauthorized.

 

16. The Emmett Till Unsolved Civil Rights Crimes Reauthorization Act is hereby enacted. 

 

17. The National Flood Insurance Program is reauthorized for five years. 

 

18. The Violence Against Women Reauthorization Act, dates changed as appropriate, is hereby enacted.

 

19. The United States Fire Administration, AFG, and SAFER Program Reauthorization Act of 2017 is hereby enacted. 

 

20. The Special Diabetes Program for Indians Reauthorization Act of 2017 is hereby enacted. 

 

21. The Adam Walsh Reauthorization Act is hereby enacted. 

 

22. The bill to reauthorize the Historically Black Colleges and Universities Historic Preservation program is hereby enacted. 

 

23. Second Chance programs are hereby permanently reauthorized. 

 

24. The Elder Justice Reauthorization Act is hereby enacted. 

 

25. The Agricultural Energy Programs Reauthorization Act is hereby enacted. 

 

26. The Brownfields Enhancement, Economic Redevelopment, and Reauthorization Act is hereby enacted. 

 

27. The North Korean Human Rights Reauthorization Act is hereby enacted. 

 

28. The ARPA-E Reauthorization Act is hereby enacted. 

 

29. The Dam Safety Reauthorization Act is hereby enacted.
